U.S. Immigration Policy - CFR Propaganda

by Mark Daniels

The Council on Foreign Relations' Task Force Report, U.S. Immigration Policy - Council on Foreign Relations, calls for Biometric ID cards, relaxing visa requirements for "scientists" and "military" personnel,  a mandatory system for verifying those who are authorized to work in the United States, the expansion of “smart border” initiatives that use information technologies and targeting tools,  state and local enforcement under Federal control, incarceration policies, expanding the use of alternatives to detention, such as ankle bracelets or monitoring parolees, Allowing greater discretion in implementing some of the penalties that were previously passed by Congress, such as the mandatory three, five, and ten year bars for many returning deportees, creating an office within the Department of Homeland Security that is responsible for refugee protection, and give greater priority for refugee issues throughout the Department of Homeland Security and in the White House, etc.

The Council on Foreign Relations (CFR) Publication states:
"The continued failure to devise and implement a sound and sustainable immigration policy threatens to weaken America’s economy, to jeopardize its diplomacy, and to imperil its national security," concludes a new Council on Foreign Relations (CFR) Independent Task Force co-chaired by former Florida governor Jeb Bush and former White House chief of staff Thomas "Mack" McLarty.

I find that the CFR calling the Task Force "Independent" laughable, since the members consist of  long-time CFR Propaganda Promoters. The most important aspects of the Task Force "findings" indicate a rapid advancement  toward a "Scientific Dictatorship".  Did you wonder why the country is suddenly in an uproar over "Immigration Reform" issues?  Well, now you know!  Remember the now infamous Zbigniew Kazimierz Brzezinski (CFR Propaganda Promoter) speech in which he states that he is "Deeply Troubled" by the "Massive Global Political Awakening" that is a "threat to the"Global Power Structures".  The "Global Elites" are so troubled that they are working at a  break neck speed to advance their policies for global dominance.

The Task Force Report's recommendations will "supposedly" require Congress to pass legislation.  Just in case they are unable to obtain enough Congressional support for these extreme immigration policies, they make sure to cast dispersions on existing laws passed by Congress, while advancing the idea that the Department of Homeland Security (DHS)  should have wider authority and discretion.  Why not let DHS make up it's own laws or at least pick and choose which laws they will enforce. I guess the "President" could issue more Executive Orders!  God knows he hasn't used this power enough?!?!

Well, I think you get the point that I am trying very hard to make. It is time to Wake Up!  You too, can join the "Global Political Awakening".

I welcome your comments.  I only have so much time to address each issue.  Your contributions are appreciated.  Before you leave, please watch the following MSNBC video clip with CFR "Independent" Immigration Policy Task Force Co-Chair, Thomas "Mack" McLarty, in his own words.

Fear and Loathing in Paragould Arkansas

Mark Daniels
Global Political Awakening

The novel Fear and Loathing in Las Vegas is based on two trips to Las Vegas, Nevada, that Hunter S. Thompson took with attorney and Chicano activist Oscar Zeta Acosta in March and April 1971. The first trip spawned from an exposé Thompson was writing for Rolling Stone magazine about the Mexican-American television journalist Rubén Salazar, whom officers of the Los Angeles County Sheriff's Department had shot and killed with a tear gas grenade fired at close range during the National Chicano Moratorium March against the Vietnam War in 1970. Thompson was using Acosta—a prominent Mexican-American political activist and attorney—as a central source for the story, and the two found it difficult for a brown-skinned Mexican to talk openly with a white reporter in the racially tense atmosphere of Los Angeles, California. The two needed a more comfortable place to discuss the story and decided to take advantage of a Sports Illustrated magazine offer to write photograph captions for the annual Mint 400 desert race being held in Las Vegas from 21–23 March. (Source)

Recent reports of plans by the City of Paragould (Arkansas) Police Chief and Mayor to deploy heavily armed SWAT TEAMS on the streets of Paragould, Arkansas in an effort to combat a recent increase in crime is similarly disturbing and has been met with both local and international outrage from the public.

Rita Sklar, executive director of ACLU-Arkansas, said that aspects of Paragould Police Chief Todd Stovall's plan to have officers dressed in SWAT gear and armed with AR-15 assault rifles demanding ID from citizens in high crime areas shows that he has "zero understanding of Constitutional rights, period." Meanwhile, the Paragould PD issued a statement cancelling further town hall meetings on the proposal, citing "public safety" concerns after a growing backlash about the proposal. (Source)

I recently interviewed several local residents who are deeply concerned about the potential for abuse (violation of rights) by local law enforcement and the refusal of the Mayor to listen to their repeated requests for answers.  The local residents have requested anonymity due to the fear of retribution for speaking out.

Senators Mark Pryor (D-AR) and Blanche Lincoln (D-AR) Give Responses about abolishing the Federal Reserve

Senators Mark Pryor (D-AR) and Blanche Lincoln (D-AR) Give Responses about abolishing the Federal Reserve
by Mark Daniels

I recently contacted Senators Mark Pryor (D-AR) and Blanche Lincoln concerning the Federal Reserve's criminal activity.  I was not surprised by the response I received from them.

They both began by providing general information about the Federal Reserve Act and the Federal Reserve system.  Both Senators pointed our recent legislation enacted to Audit the Federal Reserve.  Senator Lincoln gave credit to Congressman Ron Paul for introducing the original legislation in the House.  Neither Senator indicated that the legislation was significantly weakened before final passage.

As an Arkansan, I am ashamed of our Senators because neither of them have demonstrated leadership by introducing any legislation that would limit the Federal Reserve's criminal activity.  It was only after a long, arduous battle led by Ron Paul that the Audit the Fed legislation gained enough support for the Arkansas Senators to jump on board.  They certainly don't mind congratulating themselves for someone else hard work.

I can give Senator Lincoln credit for her candor; she not only gave credit to Ron Paul, she also stated that she does NOT support any measures to abolish the Federal Reserve.  Senator Pryor ignored Mr. Paul's hard work and failed to directly answer my question about abolishing the Federal Reserve.

They both act like we are idiots!  I will never vote for another Republican  or Democrat as long as the Federal Reserve is allowed to continue it's criminal activity.

I have included both Senators responses to my question concerning the abolishment of the Federal Reserve below.

Senator Mark Pryor's Response:

Thank you for contacting me regarding oversight of the Federal Reserve System (Fed). I appreciate hearing from you.

The U.S. central banking system was established in 1913 by the Federal Reserve Act (P.L. 63-43). The current structure of the Fed has three major components established by the original Act. First, a Board of Governors oversees the whole Federal Reserve and has responsibility for monetary policy. Second, there are 12 regional Federal Reserve Banks, which carry out supervision and examination of commercial banks that are Fed members. The member banks, all national banks and all state-chartered banks that choose to be members of the System, make up the third component.

I believe that Congress must achieve a balance between assuring independence for the Fed's operations and making the agency accountable for its actions. Congress exercises oversight on the Federal Reserve in a variety of ways. The Board of Governors of the Federal Reserve is required to send a Monetary Policy Report to the Congress twice a year outlining its monetary policy. Usually, the Chairman of the Fed testifies to Congress on this report. The Federal Banking Agency Audit Act (P.L. 95-320) was enacted in 1978 to enhance congressional oversight responsibilities. The law gives the Government Accountability Office (GAO) the authority to audit the Board of Governors, the Reserve Banks and branches. Such audits are limited, however, as GAO is prohibited from auditing monetary policy operations.

You may be interested to know that on May 11, the Senate voted 96-0 to require the GAO to conduct an audit of the Fed. I voted for this amendment that directs the GAO to include in its report details about emergency lending programs created by the Fed, the amount of financial assistance provided, and to whom this assistance was provided. The Fed will be required to publish this information on its website by December 1, 2010.

Although I am not a member of the Senate Banking Committee, I will be sure to keep your thoughts in mind regarding oversight and transparency at the Federal Reserve should any related legislation come before the full Senate.

Again, thank you for contacting me. I value your input. Please do not hesitate to contact me or my office regarding this or any other matter of concern to you.

Sincerely,

Mark Pryor
United States Senate

Senator Blanche Lincoln's Response:

Thank you for contacting me regarding abolishment of the Federal Reserve.
Congress created the Federal Reserve System and Board of Governors in 1913 as an independent agency to manage national monetary policy and provide oversight over some the country's national financial institutions. In the House of Representatives, Rep. Ron Paul of Texas has introduced legislation (HR 833) to abolish the Federal Reserve System. Similar legislation has not been introduced in the Senate.
I appreciate knowing your views regarding the Federal Reserve and our country's financial state. While I do not support abolition of the Federal Reserve, I do believe Congress should act to impose new transparency requirements on the Federal Reserve's portfolio and lending practices.
Over the past year, the Federal Reserve, in conjunction with the Federal Deposit Insurance Corporation (FDIC) and Department of Treasury, has taken unprecedented levels of action in an effort to stabilize America's financial institutions. However, these efforts have been marred by an unacceptable lack of transparency regarding these agencies' use of taxpayer funds. Transparency is critical to maintaining support for Treasury's efforts in the financial sector, as the American public must have confidence that their money is being used in an effective and responsible manner.
In the Senate, I have co-sponsored the Federal Reserve Sunshine Act (S. 604), which would expand oversight and require greater transparency at the Federal Reserve. Specifically, this legislation would require a complete audit of the Federal Reserve by the Comptroller General and would require additional information be published on the Federal Reserve web site. The information to be published would include the names of any individuals, businesses, governments or entity who has received financial assistance from the Federal Reserve, the terms and amount of the assistance received and the rationale for each transaction.
This legislation is currently awaiting consideration in the Senate Banking Committee. Rest assured, I will keep your thoughts in mind and will continue working to bring about greater transparency and accountability at the Federal Reserve.
Thank you again for contacting me. To learn more about my work in Congress, I encourage you to visit my online office and sign up for my e-newsletter at http://www.lincoln.senate.gov.  I am proud to serve the citizens of Arkansas in the United States Senate and hope you will not hesitate to let me know whenever I may be of assistance to you.

Sincerely,
Blanche L. Lincoln

What Really Caused Riots to Erupt in Baltimore

Mark Daniels

According to James MacArthur, a Baltimore based activist and blogger, police action caused the Baltimore riots to erupt Monday afternoon as area schools were dismissed for the day.  A Baltimore school teacher's account of the event posted on twitter appears to corroborate MacArthur's report.

Free & Equal Challenges Two Party Duopoly Again

Free & Equal Elections to advocate free and open elections at "Voice of the People" Valentine's Day Meet & Greet at Arkansas State Capital Rotunda

Little Rock, Arkansas (PRWEB) February 13, 2013

Free & Equal's Arkansas State Leadership Caucus, a non-partisan group working for fair and open elections in Arkansas, will meet with Arkansas citizens, legislators, and the local media at the “Voice of the People” Valentine’s Day meet and greet at the Capitol Rotunda on Thursday, Feb 14 from 10 a.m. to 2 p.m.
"The Voice of the People event is the perfect venue to inform Arkansas citizens, State Legislators, local activists and over 30 independent grassroots organizations about the benefits of an electoral process that promotes more voices and more choices for Arkansas,” said Mark Daniels of Little Rock, Free & Equal's State Leadership Coordinator.
"The two-party system offers little in the way of new solutions to the problems of crushing national debit, endless wars, unemployment and more," said Daniels. "The time has come to give independent and 3rd party candidates, whose voices have been mostly muffled by the political establishment wider exposure and the opportunity to share their solutions without prior political restraint."
Free & Equal Arkansas invites anyone who wants to be a part of this movement to join and meet the Free Equal team at the "Voice of the People" Valentine's Day Meet & Greet and the upcoming United We Stand Free & Equal Festival in the Spring of 2013 which will feature honest leaders, musicians, celebrities, comedians, and authors of the movement to return power to the individual voter, find new solutions, and introduce a new era in American politics.
    About Free & Equal
The State Leadership Caucus is a local point of contact for Arkansans. Nationally, the Free & Equal Elections Foundation is the non-profit foundation responsible for the 2012 Third Party Presidential Debate moderated by Larry King. Free & Equal’s mission is to ensure free, open and fair elections by empowering third parties, activists and independents. We work to break the stranglehold of the two-party system and add other voices—and solutions—to the debate as well as reform federal, state and local elections by making it easier for candidates to get on ballots and ensure all ballot-qualified candidates are included. By bringing together Independents, activists, and honest media, Free & Equal is the beginning of a true grassroots movement to return power to the individual voters.

Federal Grants to Advance Police State in Arkansas

    by Mark Daniels
    Global Political Awakening

The Arkansas Crime Information Center is getting a $500,000 grant to upgrade its victim notification system.

The grant is from the U.S. Department of Justice.

The Federal Government continues to hand out billions of dollars across America in the form of Department of Justice grants to advance the American Police State.  Arkansas Congressional Representatives announced today a $500,000 grant to "make it easier for crime victims to track offenders convicted in Arkansas's criminal justice system".  Of course, it sounds like a good thing until you realize that the Federal Government's ultimate aim is to track and trace all American citizens. Besides, why is the federal government handing out money when the country is essentially broke?

According the the press release, funds will be used to purchase a new computer system that will enhance Arkansas’s Victim Information and Notification Everyday (VINE) Service, which notifies victims on the status of an offender’s case, including upcoming court events, custody status and the scheduled date of an individual’s release. Arkansas currently uses different identification numbers for each county jail and other correctional facilities, which requires victims to re-register if they want to track an inmate who is moved to a different facility. This upgrade will provide a unique identification number for each offender and will allow victims to receive updated notifications on offenders throughout their incarceration.

U.S. Senators Blanche Lincoln and Mark Pryor and U.S. Representatives Marion Berry, Vic Snyder and Mike Ross announced the funding award.

“I am pleased to announce this investment that will make it easier for victims to exercise their notification rights and help give them greater peace of mind,” Lincoln said. “I am committed to working on behalf of Arkansans who have fallen victim to crime and ensuring they get the support they deserve in their time of need.”

“Crime victims deserve to know the status of their offenders’ cases and receive updates in a timely and efficient manner. These federal funds will make it easier for victims to track offenders’ cases and get the information they need,” Pryor said.

“An important part of the justice process is giving the victims of criminal acts accurate information on their case, the offender’s custody status and release date and any other pertinent information to the crime,” Berry said. “These funds will give the Department of Justice the resources they need to streamline the process, so victims get the help they deserve to track their cases effectively.”

“It is important we offer crime victims the support and resources they deserve,” Ross said. “I am proud to join with my colleagues and announce this investment to improve the Arkansas Crime Information Center’s victim notification system.  This funding will help provide critical upgrades to their system which helps ensure the right of crime victims to track offenders and receive notification of court or parole proceedings.”

“The Arkansas Crime Information Center is pleased to learn we were awarded a Department of Justice grant to enhance and expand our victim notification program known as VINE. With the grant proceeds we will create a registration link that allows a victim to register only one time and have that registration follow the offender through the entire process regardless of whether he is incarcerated in a city, county, state or federal facility and regardless of whether he is moved from facility to facility. Additionally, we will create an interface with the new Administrative Office of the Courts management system for enhanced victim notification,” said Brad Cazort, Administrator of the Field Services Division at the Arkansas Crime Information Center.

Contrary to what books and TV ads say, the U.S. government is not giving away "free grant" money. A grant is not a Christmas present. According to American Government & Politics, by Jay M. Shafritz, a grant is, "A form of gift that entails certain obligations on the part of the grantee and expectations on the part of the grantor."

The key word there is obligations. Getting a government grant will get you loads of them and not fulfilling them will grant you a load of legal troubles.

Few Grants for Individuals: Most federal grants are awarded to organizations, institutions, and state and local governments planning major projects that will benefit specific sectors of the population or the community as a whole, for example:

    A neighborhood street paving project
    A state-wide program to re-train displaced workers
A project to attract new businesses to a depressed downtown area
    A regional water conservation program
A state or county-wide flood control project
Organizations that get government grants are subject to strict government oversight and must meet detailed government performance standards during the duration of the project and funding period of the grant.

All project expenditures must be strictly accounted for and detailed audits are conducted by the government at least annually. All granted funds must be spent. Any money not spent goes back to the Treasury. Detailed program goals must be developed, approved and carried out exactly as specified in the grant application. Any project changes must be approved by the government. All project phases must be completed on time. And, of course, the project must be completed with demonstrable success.

Failure on the part of the grant recipient to perform under the requirements of the grant can result in penalties ranging from economic sanctions to prison in cases of improper use or theft of public funds.

By far, most government grants are applied for and awarded to other federal agencies, states, cities, colleges and universities, and research organizations. Few individuals have the money or expertise necessary to prepare adequate applications for federal grants. Most active grant-seekers, in fact, employ full time staffs to do nothing but apply for and administer federal grants.

    Program or Project Budget Approval
Through the annual federal budget process, Congress passes laws making money -- lots of it -- available to the various government agencies for doing major projects designed to assist some sector of the public. The projects may be suggested by the agencies, Members of Congress, the President, states, cities, or members of the public. But, in the end, Congress decides which programs get how much money.

    Finding and Applying for Grants
Once the federal budget is approved, funds for the grant projects start to become available and are "announced" in the Federal Register throughout the year. Grant projects that have been announced will appear in the Catalog of Federal Domestic Assistance (CFDA). The CFDA is a listing of all grant and assistance programs (currently over 1,800) administered by the federal agencies. Best of all, searching the CFDA for grants is free. Most larger public libraries and any college library will have a current copy and, there’s always the online version.

Newly available grants programs are also announced in the Weekly Federal Funding Report, published by the House of Representatives and in the Federal Register as a Notice of Funding Availability (NOFA).

Who is Eligible to Apply for Grants?
The program’s entry in the Catalog of Federal Domestic Assistance will list which organizations or individuals are eligible to apply for the grants. The CFDA entry for all programs will also explain:

How grant money can be used
How to apply including detailed contact information
How applications will be reviewed, judged and awarded
What is expected of successful grantees including reports, audits and performance standards
Along with the Catalog of Federal Domestic Assistance, the federal agencies themselves are great sources of grant availability information.

The following is a list of online resources from the major grant-making federal agencies. These Web sites are where to look for information on how to apply for grants and what is required of grant recipients.

Department of Education Grants and Contracts Information

Department of Health and Human Services (HHS) GrantsNet

Department of Housing and Urban Development (HUD)

    Department of Transportation (DOT)

    Environmental Protection Agency (EPA)

    National Institutes of Health (NIH)

    Federal Emergency Management Administration (FEMA)
Among the long list of programs are grants for disaster housing needs from FEMA, low-interest loans from the U. S. Small Business Administration, IFG grants administered by the state of California, special Disaster Unemployment Assistance, and help from a variety of other federal, state and voluntary agencies.

According to an article in the Washington Post, entitled, U.S. May Ease Police Spy Rules,
"The Justice Department has proposed a new domestic spying measure that would make it easier for state and local police to collect intelligence about Americans, share the sensitive data with federal agencies and retain it for at least 10 years.

The proposed changes would revise the federal government's rules for police intelligence-gathering for the first time since 1993 and would apply to any of the nation's 18,000 state and local police agencies that receive roughly $1.6 billion each year in federal grants.

Quietly unveiled late last month, the proposal is part of a flurry of domestic intelligence changes issued and planned by the Bush administration in its waning months. They include a recent executive order that guides the reorganization of federal spy agencies and a pending Justice Department overhaul of FBI procedures for gathering intelligence and investigating terrorism cases within U.S. borders."

CNS News recently reported that the Federal Fat Police will use federal grant money to track the Body Mass Index of children.

The federal funding for the police state is a result of both the Obama "stimulus" program and the COPS program.  As reported by Washington (CNN) -- With hundreds of communities nationwide forced to slash budgets and layoff police officers, the disclosure Thursday of which cities would receive federal grants to fund police positions had been eagerly awaited. Five hit the bureaucratic jackpot.

Justice Department officials announced cities in virtually every state would receive anywhere from a single officer to a legal maximum of 50 police officers.

In total, the COPS (Community Oriented Policing Services) program, administered by the Justice Department, announced it had divided the $298 million appropriation to fund 1,388 police positions.

The five biggest recipients, each receiving grants for 50 officers, were Houston, Texas; Tucson, Arizona; Metro Dade County in Florida; the Sacramento, California, Sheriff's Department and the commonwealth of Puerto Rico.

Federal funds will go for new police hires in those areas, except for Sacramento, which will use the funds to re-hire officers furloughed, officials said.

Officials in charge of the program cited current crime rates and demonstrated financial need as key criteria for the funding.

"There is almost nothing more effective in keeping the public safe than cops on the beat who have the equipment and resources they need," said Associate Attorney General Tom Perrelli.

Perrelli led the parade of officials announcing the grants at a ceremony in Houston.

Left unsaid was the long list of cities that received little or no funding.

A total of 4,423 police agencies had requested funds for more than 10,408 police officers. Officials acknowledge there remains a continuing hunger for federal assistance among state, county, and local law enforcement agencies.

But for the cities that received funds, this was a day for quiet celebration.

"The officers that we will get through this program, through this grant, will be men and women to help us keep the city safe," declared Houston Police Chief Harold Hurtt.

The draconian police state measures (federal requirements) contained within each grant is what really matters. Do you really think the federal government will openly announce the true intentions behind these grants?  No!  You have to look behind the smoke screen of benevolence to see the sinister aim of a federal bureaucracy gone mad!

BLANCHE LINCOLN SAYS NO! TO ABOLISHING THE FEDERAL RESERVE

    by Mark Daniels

I recently contacted Senator Blanche Lincoln in order to determine her position concerning the abolishment of the Federal Reserve System, established in 1913 for the international banking elites to gain control of the United States of America, the U.S. Congress, and the Presidency.  In response to my inquiry, I received the following email message from the Senator.
    Dear Mark:

Officer Involved Domestic Violence: Little Rock Cop Arrested for Assaulting His Own Son

(Little Rock, AR)  As reported by local news affiliates, a fistfight with his 16 year old son led to the arrest of Little Rock Police Officer, Donald Woods.  According to the Pulaski County Sheriff's Office, Woods was arrested after deputies witnessed his son with a ripped t-shirt, an abrasion on his elbow that was bleeding, a cut on his finger, and a red mark on the side of his neck. Details were released this morning about the incident that happened at the home of officer Donald Woods, 51, Sunday morning near Cabot. Woods was charged with domestic battery, third degree.

According to Advocates for Human Rights, officer involved domestic violence is a serious problem.

Individuals who are the victims of domestic violence at the hands of police officer-batterers are often in a unique and particularly vulnerable situation. Unlike most victims of domestic violence, where the success of protective efforts depends on the cooperation of law enforcement, those subject to abuse from a member of the law enforcement community may, for a variety of reasons, be unable to secure the assistance they seek. And, studies indicate that police families are 2-4 times more likely than the general population to experience domestic violence, making the potential for disparities in protective success particularly troubling.

Unfortunately, the alleged abuse inflicted by Donald Woods against his own teenage son is not uncommon. Just imagine what someone who would do this to his own child would do to someone else. The increase in police brutality in America is a frightening reality.  In the last decade alone the number of people murdered by police in America has reached 5,000. According to the CATO Institute, you are now 8 times more likely to be killed by a law enforcement officer than a terrorist.  What can we do about it?  Educate ourselves and get involved.

Arkansas Police Accountability Project is seeking volunteers who care about the victims of police violence. We do not "hate" cops.  We want to help improve the current system to hold police accountable and restore confidence in those who are charged with the tremendous responsibility of keeping us safe.  We highlight the achievements of police officers who engage in positive policing activities, who do not violate our rights, who are willing to break the Blue Code of Silence, and who only use violence as a last resort  in accordance with the principle of non aggression.  We also highlight abuses of power and police brutality to shine a light in the darkness in an effort to promote transparency and accountability.  That which is hidden in the darkness can be revealed only when light shines on it.  We value life and the principle of non-aggression.  We do not tolerate anyone who wishes harm to the men and women who serve in law enforcement.  Many of them are victims of a flawed system.  We are interested in volunteers who want make the world a better place for everyone.
