The Police Murder in St. Louis and the Militarization of American Society











Yet another unarmed young man has been shot to death, execution style, by police on the streets of an American city. In response to demonstrations of popular outrage, riot police have attacked protests with tear gas and rubber bullets and arrested scores of people. A pregnant woman says she was thrown on the ground, maced and held at gunpoint.
The victim this time is 18-year-old Michael Brown, riddled Saturday with a dozen bullets from the gun of a cop in the St. Louis, Missouri suburb of Ferguson.
The anger that has engulfed metropolitan St. Louis is entirely justified. The police put out brazen lies, the standard fare in the string of incidents of homicidal violence against working people and youth. The Ferguson police have chosen to go with the claim, used so often in past killings by police, that Brown “reached for the gun” of the killer cop.
But numerous eyewitnesses describe a wanton and brutal murder. As Brown and a friend walked down the street, they were ordered by a still unnamed police officer to get on the sidewalk.
When the youth failed to respond quickly enough, the cop backed his vehicle into them, grabbed Brown by the neck and shot him. His friend told the media the cop shot again, hitting Brown in the back as he fled for his life. He then shot the youth several times in head and chest as he raised his hands and attempted to kneel to the ground.

President Barack Obama has initiated a series of US bombing raids in Iraq allegedly directed towards the rebel army of the Islamic State (IS).
The Islamic State terrorists are portrayed as an enemy of America and the Western world. Amply documented, the Islamic State is a creation of Western intelligence, supported by the CIA and Israel’s Mossad and financed by Saudi Arabia and Qatar.
We are dealing with a diabolical military agenda whereby the United States is targeting a rebel army which is directly funded by the US and its allies. The incursion into Iraq of the Islamic State rebels in late June was part of a carefully planned intelligence operation.
The rebels of the Islamic state, formerly known as the ISIS, were covertly supported by US-NATO-Israel  to wage a terrorist insurgency against the Syrian government of Bashar Al Assad.  The atrocities committed in Iraq are similar to those committed in Syria. The sponsors of IS including Barack Obama have blood on their hands.
The killings of innocent civilians by the Islamic state terrorists create a pretext and the justification for US military intervention on humanitarian grounds. Lest we forget, the rebels who committed these atrocities and who are a target of US military action are supported by the United States.
The bombing raids ordered by Obama are not intended to eliminate the terrorists. Quite the opposite, the US is targeting the civilian population as well as the Iraqi resistance movement.
The endgame is to destabilize Iraq as a nation state and trigger its partition into three separate entities.

The Ebola Virus Pandemic: “A Weapon of Mass Destruction”?

The Department of Defense and Centers for Disease Control (CDC) classify the Ebola virus as a biowarfare agent. Reports of up to 90% of humans infected die within a very short time. Therefore, it is a very real, extremely potent potential weapon of mass destruction.

Every single day Ebola keeps cropping up in different places, eight cases spreading into Africa’s most populated nation Nigeria, several more now have surfaced beyond the African continent with suspected new cases in Hong Kong and Saudi Arabia. At least six others fresh off flights from West Africa are currently being quietly tested at locations here in the US in New York, Philadelphia and Ohio. With all the latest news of the spreading outbreak understandably giving rise to public fear and panic that it is just a plane ride away now, millions if not billions on this planet are pondering whether the African pandemic might be rapidly turning into a global epidemic spreading to every corner of the earth. Of course to reduce these concerns, the World Health Organization (WHO) and US government are busily downplaying the risks to citizens here in North America.

Is it coincidence that the first two Americans suffering from the deadly disease are now inside the US border? Is it coincidence that the most deadly outbreak of the disease in history has admittedly now killed nearly 900 West Africans already this year? Over 200 more than just a few days ago? Is it coincidence that President Obama has just signed an executive order to have the power to begin rounding up American citizens with respiratory diseases against their will? Is it coincidence that FEMA roundups are about to begin in Los Angeles, deceiving homeless people with the carrot stick of a meal to corral them into those FEMA concentration camps and Halliburton refurbished, soon to no longer be empty prisons we’ve been hearing about?

Malaysian Plane Crash: Lies and Sinister Political Agenda by the West

Almost immediately after the news began to spread that a Malaysian Airlines plane was apparently shot down over Ukraine, Western media and politicians blamed Russia for the event, claiming that Russian President Vladimir Putin should be directly responsible, despite complete lack of concrete evidence about who is to blame. This event is being used by the United States and its Western allies to further isolate Russia, after they failed to achieve this objective by provoking Russia in Ukraine.

While Putin took the right approach by stating that the plane crash in eastern Ukraine must be investigated thoroughly and objectively, Western politicians used the disaster for their own political agenda of isolating Russia. Former U.S. Secretary of State Hilary Clinton has stated that the crisis should “wake Europe up to the threat posed by Putin”.  In fact, this event is very beneficial to the United States, who have been unsuccessfully trying to persuade its European allies to slap heavy sanctions on Russia. NATO and the US have been provoking Russia to intervene in Ukraine by allowing Western-backed Ukrainian President Poroshenko to kill ethnic Russian civilians in Ukraine and even shelling Russian territory, killing a Russian national. Putin rightly did not fall for these provocations. The United States, therefore, wasted no time in using this plane crash for their own political gains, pressuring Europe to escalate sanctions against Moscow. Clinton has already called for the EU to increase sanctions on Russia, while the Australian Prime Minister Tony Abbott called on Russia to explain the disaster as it “now seems certain it’s been brought down by a Russian-supplied surface-to-air missile”, despite complete lack of strong evidence for such a claim.

Syria’s president has blamed “outside forces” for orchestrating the conflict in his country in a rare public address to the nation.
He said the conflict was not between the state and opposition, but the “nation and its enemies”.
“We are now in a state of war in every sense of the word.
This conspiracy is spreading all over Syria.
We meet today and suffering is overwhelming Syrian land. There is no place for joy in any corner of the country in the absence of security and stability
I look at the eyes of Syria’s children and I don’t see any happiness. …
At every corner of the Syrian homeland. Children have been orphaned. …
There is a dark cloud over this country.”
The Syrian president underscored the atrocities committed against an entire nation.
Despite the suffering there is hope. There are solutions. 
The Syrian president calls for the formation of  a national movement.
“The Homeland is for all.
The conflict is between the Homeland and its enemies.
This war targets Syria using a handful of Syrians and many foreigners. Thus, this is a war to defend the nation.
There are those who seek to partition Syria and weaken it. But Syria is stronger… and will remain sovereign… and this is what upsets the West.
The first part of a political solution would require regional powers to stop funding and arming [the rebels], an end to terrorism and controlling the borders.
We never rejected a political solution … but with whom should we talk? With those who have extremist ideology who only understand the language of terrorism?
Or should we negotiate with puppets whom the West brought? … We negotiate with the master not with the slave.
Is this a revolution and are these revolutionaries? By God, I say they are a bunch of criminals.

Latvia’s Economic Disaster Heralded as a Neoliberal “Success Story”: A Model for Europe and the US?



A generation ago the Chicago Boys and their financial supporters applauded General Pinochet’s anti-labor Chile as a success story, thanks mainly to its transformation of their Social Security into Employee Stock Ownership Plans (ESOPs) that almost universally were looted by the employer grupos by the end of the 1970s. In the last decade, the Bush Administration, seeking a Trojan Horse to privatize Social Security in the United States, applauded Chile’s disastrous privatization of pension accounts (turning many over to US financial institutions) even as that nation’s voters rejected the Pinochetistas largely out of anger at the vast pension rip-off by high finance.

Today’s most highly celebrated anti-labor success story is Latvia. Latvia is portrayed as the country where labor did not fight back, but simply emigrated politely and quietly. No general strikes, nor destruction of private property or violence, Latvia is presented as a country where labor had the good sense to not make a fuss when faced with austerity. Latvians gave up protest and simply began voting with their backsides (emigration) as the economy shrank, wage levels were scaled down, and where tax burdens remained decidedly on the backs of labor, even though recent token efforts have been made to increase taxes on real estate. The World Bank applauds Latvia and its Baltic neighbors by placing them high on its list of “business friendly” economies, even though at times scolding their social regimes as even too harsh for the Victorian tastes of the international financial institutions.

Can this really be a model for the United States or Europe’s remaining social democracies? Or is it simply a cruel experiment that cannot readily be emulated in larger countries un-traumatized by Soviet era memories of occupation? One can only dream ...

What’s Behind America’s Gun Violence

There is more than the act of one individual involved in the mass gun killings that take place in America— the most recent being the massacre of 20 young children and seven school workers at the Sandy Hook Elementary School in Newtown, Conn., Dec. 14.
The main culprit, of course, is the late killer, Adam Lanza, 20.
But such events occur within a context of shared responsibility for the unparalleled number of mass and individual shooting deaths that take place in the United States every year. This includes the political system and politicians, the National Rifle Association and other gun lobbies, and federal, state and local governments. Each has played an indirect role in the latest and earlier slaughters.
Of these other responsible parties, one is our political system that refuses to strengthen absurdly deficient federal and state restrictions on the possession of various types of arms. Another is the irresponsible politicians who make it relatively easy for criminals, people with mental problems, and those who are unfit to possess weapons for other reasons to accumulate a private arsenal. In recent decades— despite the fact that last year there were over 11,000 murders by firearms in the U.S. and another 20,000 gun deaths from accidents and suicide, not to mention many more injuries — the great majority of American politicians have been too gutless to fight for tougher laws.

“It looks like drone pilots are going to need swimming lessons.
The US Navy is currently experimenting with a new breed of drone submarines in the waters next to Newport, Rhode Island. Their hope is that these drones will take the first steps (or the first doggy paddle, if you will) into a future of autonomous submarines.
These drones, which are technically known as Unmanned Underwater Vehicles (of course) could be a “game changer” for the Navy, said Christoper Egan, a program manager at the Naval Undersea Warfare Center.Every single thing that makes aerial drones so effective can just as easily be applied to submarines. “On Psywar against the Innocent”

When freedom of expression is used to incite the public to hatred of a national, religious, racial or ethnic group it becomes a crime. According to Article 20 of the U.N.’s “International Covenant on Civil and Political Rights” :
1. Any propaganda for war shall be prohibited by law.
2. Any advocacy of national, racial or religious hatred that constitutes incitement to discrimination, hostility or violence shall be prohibited by law.
                This doesn’t contradict rights of freedom of expression. It attempts to constrain agendas of hatred. It is possible that any program of military propaganda or psywar against groups or nations is fundamentally illegal. Attempts to defend extreme hate crimes as within our rights of free speech encourages censorship, which encourages repression.

The Project for the New American Century (PNAC), unleashed in June 1997, has largely disappeared from the political radar, yet the mire, murder and general mayhem the US, UK and dwindling “boots on the ground” allies find themselves in, are seemingly rooted in its aims, which march relentlessly on.
PNAC was founded under the Chairmanship of William Kristol, former Chief of Staff to Vice President Dan Quale during the Presidency of George Bush Snr. Kristol’s father, Irving Kristol has been described as the “Godfather of Neoconservatism.”
The organization was: “ … dedicated to a few fundamental propositions: That American leadership is good for America and the world.” Projects were devised: “ … to explain what American world leadership entails.” (i)
Consulting “the world” about the mind-numbing concept of a US planetary take-over was not a consideration.

In Greece there have been continued protests over what the people view as bad policies that the government has taken. In South East Asia there continues to be protests over the governments fiscal policies and austerity measures. Andrew Gavin Marshall says that these incidents are about the collapse of western civilization. Marshall continues and says as the debt crisis spreads, governments will implement fiscal austerity measures and naturally people will protest and riot.

Obama's Deficit Plan will Impoverish Main Street America

Global Research-President Obama announced the outlines of his deficit plan, leaving a lot up for negotiation. He planted his poll at the center right and where he ends up, with his history of compromising to bring right wing Republicans and Democratic corporatists together, can only be worse.


I was pleasantly surprised to see groups that usually side with Obama even criticizing him.  True Majority/US Action wrote “Obama wants to cut $4 trillion, but not $1 from the Pentagon,” in their headline.  They go on to point out that “President Obama today proposed reducing the deficit through almost $800 billion in cuts.”  They correctly point out that the country needs jobs not deficit cuts, and if cuts are going to be made they should not be made in domestic programs where funds are needed but in the military writing: “Over half of the money Congress makes decisions on goes directly into the Pentagon’s pocket, and that doesn't count the money for actual wars. But instead of cutting the Pentagon budget, Obama is proposing over $700 billion in cuts to programs that benefit the poor, seniors and children, while only trying to save $400 billion on war and weapons.”

Insurrection and Military Intervention: The US-NATO Attempted Coup d'Etat in Libya?

The US and NATO are supporting an armed insurrection in Eastern Libya, with a view to justifying a "humanitarian intervention".

This is not a non-violent protest movement as in Egypt and Tunisia. Conditions in Libya are fundamentally different. The armed insurgency in Eastern Libya is directly supported by foreign powers. The insurrection in Benghazi immediately hoisted the red, black and green banner with the crescent and star: the flag of the monarchy of King Idris, which symbolized the rule of the former colonial powers. US and NATO military advisers and special forces are already on the ground. The operation was planned to coincide with the protest movement in neighbouring Arab countries. Public opinion was led to believe that the protest movement had spread spontaneously from Tunisia and Egypt to Libya.


The Obama administration in consultation with its allies is assisting an armed rebellion, namely an attempted coup d'Etat:
"The Obama administration stands ready to offer "any type of assistance" to Libyans seeking to oust Moammar Gadhafi, Secretary of State Hillary Clinton [February 27]  "we've been reaching out to many different Libyans who are attempting to organize in the east and as the revolution moves westward there as well," Clinton said. "I think it's way too soon to tell how this is going to play out, but we're going to be ready and prepared to offer any kind of assistance that anyone wishes to have from the United States." Efforts are under way to form a provisional government in the eastern part of the country where the rebellion began at midmonth.
The U.S., Clinton said, is threatening more measures against Gadhafi's government, but did not say what they were or when they might be announced. 
The U.S. should "recognize some provisional government that they are trying to set already up..." [McCain] 
Lieberman spoke in similar terms, urging "tangible support, (a) no-fly zone,recognition of the revolutionary government, the citizens' government and support for them with both humanitarian assistance and I would provide them with arms

The Planned Invasion

A military intervention is now contemplated by US NATO forces under a "humanitarian mandate".
--"The United States is moving naval and air forces in the region" to "prepare the full range of options" in the confrontation with Libya: Pentagon spokesperson Col. Dave Lapan of the Marines made this announcement [March 1]. He then said that "It was President Obama who asked the military to prepare for these options," because the situation in Libya is getting worse." The real objective of "Operation Libya" is not to establish democracy but to take possession of Libya's oil reserves, destabilize the National Oil Corporation (NOC) and eventually privatize the country's oil industry, namely transfer the control and ownership of Libya's oil wealth into foreign hands. The National Oil Corporation (NOC) is ranked 25 among the world’s Top 100 Oil Companies. (The Energy Intelligence ranks NOC 25 among the world’s Top 100 companies. - Libyaonline.com)

Libya is among the World's largest oil economies with approximately 3.5% of global oil reserves, more than twice those of the US. (for further details see Part II of this article, "Operation Libya" and the Battle for Oil)

The planned invasion of Libya, which is already underway is part of the broader "Battle for Oil".  Close to 80 percent of Libya’s oil reserves are located in the Sirte Gulf basin of Eastern Libya. (See map below)

The strategic assumptions behind "Operation Libya" are reminiscent of previous US-NATO military undertakings in Yugoslavia and Iraq.

In Yugoslavia, US-NATO forces triggered a civil war. The objective was to create political and ethnic divisions, which eventually led to the break up of an entire country. This objective was achieved through the covert funding and training of armed paramilitary armies, first in Bosnia (Bosnian Muslim Army, 1991-95) and subsequently in Kosovo (Kosovo Liberation Army (KLA), 1998-1999). In both Kosovo and Bosnia, media disinformation (including outright lies and fabrications) were used to support US-EU claims that the Belgrade government had committed atrocities, thereby justifying a military intervention on humanitarian grounds.

Ironically, "Operation Yugoslavia" is now on the lips of US foreign policy makers: Senator Lieberman has "likened the situation in Libya to the events in the Balkans in the 1990s when he said the U.S. "intervened to stop a genocide against Bosnians. And the first we did was to provide them the arms to defend themselves. That's what I think we ought to do in Libya." The strategic scenario would be to push towards the formation and recognition of an interim government of the secessionist province, with a view to eventually breaking up the country.

This option is already underway. The invasion of Libya has already commenced.

War, Martial Law, and the Economic Crisis

The U.S. Treasury’s Financial Bailout
The bailout measures of late 2008 may have consequences at least as grave for an open society as the response to 9/11 in 2001. Many members of Congress felt coerced at the time into voting against their inclinations, and the normal procedures for orderly consideration of a bill were dispensed with.

The excuse for bypassing normal legislative procedures was the existence of an emergency. But one of the most reprehensible features of the legislation, that allowed Treasury Secretary Henry Paulson to permit bailed-out institutions to use public money for exorbitant salaries and bonuses, was inserted by Paulson after the immediate crisis had passed.

According to Congressman Peter Welch (D-Vermont) the bailout bill originally called for a cap on executive salaries, but Paulson changed the requirement at the last minute. Welch and other members of Congress were enraged by "news that banks getting taxpayer-funded bailouts are still paying exorbitant salaries, bonuses, and other benefits."[1] In addition, as the Associated Press reported in October 2008, "Sen. Charles Schumer, D-N.Y. questioned allowing banks that accept bailout bucks to continue paying dividends on their common stock. ‘There are far better uses of taxpayer dollars than continuing dividend payments to shareholders,’ he said."[2]

Even more reprehensible is the fact that after the bailouts, Paulson and the Treasury Department refused to provide details of the Troubled Assets Relief Program (TARP) spending of hundreds of billions of dollars, while the New York Federal Reserve refused to provide information about its own bailout (using government-backed loans) that amounted to trillions. This lack of transparency was challenged by Fox TV in a FOIA suit against the Treasury Department, and a suit by Bloomberg News against the Fed.[3]

The financial bailout legislation of September 2008 was only passed after members of both Congressional houses were warned that failure to act would threaten civil unrest and the imposition of martial law.

U.S. Sen. James Inhofe, R-Okla., and U.S. Rep. Brad Sherman, D-Calif., both said U.S. Treasury Secretary Henry Paulson brought up a worst-case scenario as he pushed for the Wall Street bailout in September. Paulson, former Goldman Sachs CEO, said that might even require a declaration of martial law, the two noted.[4]

Here are the original remarks by Senator Inhofe:

Speaking on Tulsa Oklahoma’s 1170 KFAQ, when asked who was behind threats of martial law and civil unrest if the bailout bill failed, Senator James Inhofe named Treasury Secretary Henry Paulson as the source. "Somebody in D.C. was feeding you guys quite a story prior to the bailout, a story that if we didn’t do this we were going to see something on the scale of the depression, there were people talking about martial law being instituted, civil unrest... who was feeding you guys this stuff?," asked host Pat Campbell. "That’s Henry Paulson," responded Inhofe. "We had a conference call early on, it was on a Friday I think – a week and half before the vote on Oct. 1. So it would have been the middle... what was it – the 19th of September, we had a conference call. In this conference call – and I guess there’s no reason for me not to repeat what he said, but he said – he painted this picture you just described. He said, ‘This is serious. This is the most serious thing that we faced.’"[5]

Rep. Brad Sherman (D-CA 27th District) reported the same threat on the Congressional floor:

The only way they can pass this bill is by creating a panic atmosphere... Many of us were told that the sky would fall... A few of us were even told that there would be martial law in America if we voted no. That’s what I call fear-mongering, unjustified, proven wrong.[6]

So it is clear that threats of martial law were used to get this reprehensible bailout legislation passed. It also seems clear that Congress was told of a threat of martial law, not itself threatened. It is still entirely appropriate to link such talk to the Army’s rapid moves at the time to redefine its role as one of controlling the American people, not just protecting them. In a constitutional polity based on balance of powers, we have seen the emergence of a radical new military power that is as yet completely unbalanced.

Continuity of Operations (COOP)
The Army’s New Role in 2001: Not Protecting American Society, but Controlling It. This new role for the Army is not wholly unprecedented. The U.S. military had been training troops and police in "civil disturbance planning" for the last three decades. The master plan, Department of Defense Civil Disturbance Plan 55-2, or "Operation Garden Plot," was developed in 1968 in response to the major protests and disturbances of the 1960s.

But on January 19, 2001, on the last day of the Clinton administration, the U.S. Army promulgated a new and permanent Continuity of Operations (COOP) Program. It encapsulated its difference from the preceding, externally oriented Army Survival, Recovery, and Reconstitution System (ASRRS) as follows:

a. In 1985, the Chief of Staff of the Army established the Army Survival, Recovery, and Reconstitution System (ASRRS) to ensure the continuity of essential Army missions and functions. 

ASRRS doctrine was focused primarily on a response to the worst case 1980’s threat of a massive nuclear laydown on CONUS as a result of a confrontation with the Soviet Union.
b. The end of the Cold War and the breakup of the former Soviet Union significantly reduced the probability of a major nuclear attack on CONUS but the probability of other threats has increased. Army organizations must be prepared for any contingency with a potential for interruption of normal operations.

To emphasize that Army continuity of operations planning is now focused on the full all-hazards threat spectrum, the name "ASRRS" has been replaced by the more generic title "Continuity of Operations (COOP) Program.[7]

This document embodied the secret Continuity of Government (COG) planning conducted secretly by Rumsfeld, Cheney and others through the 1980s and 1990s.[8] This planning was initially for continuity measures in the event of a nuclear attack, but soon called for suspension of the Constitution, not just "after a nuclear war" but for any "national security emergency". This was defined in Reagan’s Executive Order 12656 of November 18, 1988, as "any occurrence, including natural disaster, military attack, technological emergency, or other emergency, that seriously degrades or seriously threatens the national security of the United States." The effect was to impose on domestic civil society the extreme measures once planned for a response to a nuclear attack from abroad.[9] In like fashion, ARR 500-3 Regulation clarified that it was a plan for "the execution of mission-essential functions without unacceptable interruption during a national security or domestic emergency."

Donald Rumsfeld, who as a private citizen had helped author the COG planning, promptly signed and implemented the revised ARR 500-3. Eight months later, on 9/11, Cheney and Rumsfeld implemented COG, a significant event of which we still know next to nothing.[10] What we do know is that plans began almost immediately – as foreseen by COG planning the 1980s – to implement warrantless surveillance and detention of large numbers of civilians, and that in January 2002 the Pentagon submitted a proposal for deploying troops on American streets.[11]

Then in April 2002, Defense officials implemented a plan for domestic U.S. military operations by creating a new U.S. Northern Command (CINC-USNORTHCOM) for the continental United States.[12] In short, what were being implemented were the most prominent features of the COG planning which Oliver North had worked on in the 1980s.
