Just Another Small Town American FEMA Camp…

In getting footage for a mini-doc we’re working on, we passed the small town of Taylor, Texas and came across one of our nation’s many lovely Homeland Security family detention facilities.

Today it houses illegal immigrants and resident aliens, etc. caught in legal limbo with Immigration & Customs, while its FEMA designation also places it under Region VI FEMA command for civilian detainment in the event of an emergency, including civil unrest, economic collapse, stress from migration, natural disaster or terroristic attack, etc.

A recently revealed document entitled “Medical Support to Detainee Operations,” originally published in November 2007 by the United States Army, reveals some quite disturbing realities of what goes on in detainee operations run by the U.S. military.

For those who are not familiar with detainee operations or the related “internment/resettlement operations,” I highly recommend you watch the below video from May of this year covering the military’s internment/resettlement operations manual:

Some of the newly released manual made public by Public Intelligence on August 16, 2012 seems to be positive such as some of the prohibited acts, which include “killing, torture, medical/scientific experimentation, physical mutilation, removal of tissues/organs for transplantation, and causing serious injury, pain, and suffering.”

The article you are about to read is something that I have been working on for a number of months.

Before we begin, I would like thank my longtime friend, George Ure, for his assistance and collaboration on this piece. Together our goal was to uncover the truth and debunk what we thought were the Internet myths about FEMA.

Now we are not so sure.

In recent months we have all read and seen videos of the large-scale movement of military gear, including equipment which could be used to control an unruly US civilian population. To add to that, the US Army’s forward training documents reveal that the military is contingency planning for major US in civil turmoil in 2016. That this could theoretically be caused by the hard bite of the Second Depression and people not seeing it coming is of great concern to us. That, plus the fact that the majority of the population will not be properly prepped when it all comes tumbling down.

When writing about tank movement and such on our websites, one of our readers suggested that this was “normal” movement and that the tanks and other heavy gear were likely headed for Fort Irwin (near Barstow) for war gaming and to be fitted with the latest and greatest electronics. But in the hundreds? That fails the “smell test” when we are told that Afghanistan will be winding down. Something simply is not adding up.

In a damning new 115 page self-learning course from the U.S. Army Military Police School at Fort McClellan originally issued in April 2006, we learn that the military has a detailed and brutal plan in store in times of mass civil unrest in the United States.

This likely comes as no surprise to readers who are familiar with my work on the military’s Internment/Resettlement Operations manual (video is also embedded below), my coverage of the designation of civilian internee in military literature, my coverage of KBR’s so-called “National Quick Response Teams,” and the FEMA “National Responder Support Camps.”



However, this document (available HERE), originally published on July 6 by Public Intelligence, reveals some quite disturbing and clearly institutionalized practices which can and will be used in a time of civil unrest.

FEMA To Demand That Hurricane Katrina Victims Return Aid Money

NEW ORLEANS -- Nearly six years have passed since Hurricane Katrina drowned New Orleans in misery, but many residents haven't forgiven the Federal Emergency Management Agency for its sluggish response to the storm. Now another delayed reaction by FEMA – a stop-and-start push to recoup millions of dollars in disaster aid – is reminding storm victims why they often cursed the agency's name.

As a new hurricane season begins Wednesday, FEMA is working to determine how much money it overpaid or mistakenly awarded to victims of the destructive 2005 hurricane season. The agency is reviewing more than $600 million given to roughly 154,000 victims of hurricanes Katrina, Rita and Wilma and is poised to demand that some return money.

FEMA already has sent letters to thousands of victims of other disasters, asking them to return more than $22 million. Letters to victims of the 2005 hurricanes could go out in a matter of months, but it's too soon to tell how many people will be told to repay or how much money is at stake.

The effort isn't sitting well with victims who spent the money years ago and who could need help again if another powerful storm hits. It's of little consolation that FEMA says procedural changes since 2005 mean future disaster victims aren't likely to have to deal with large recalls of cash.

FEMA Requests Information on the Availability of 140 Million Packets of Food, Blankets, and Body Bags

UPDATE: The Department of Homeland Security is also lookingfor a vendor that can supply “various fuels in support of disaster relief.”

DHS specifically cites the states that it will be needed in. North Carolina, South Carolina, Louisiana, Texas, Alabama, Mississippi, Georgia, and Florida. That’s right, the Gulf of Mexico.

FEMA is also looking for Hydration Supplies for a disaster in the New Madrid Fault System just as they are looking for food, blankets, and underwater body bags.

I want to start out by stating the importance of an article such as this as well as the importance of NOT jumping to conclusions or doing irrational things out of fear caused by the actions of FEMA. I believe that one of the major powers of FEMA is the fear that it instills in people who consider themselves awake.

That being said, preparing has never became more important. Food, water, and ammo are a must, REGARDLESS of what company you choose to purchase your supplies from.

FEMA has issued multiple RFI’s (Request For Information) in regards to the availability of 140 million packets of food specifically for a disaster in the New Madrid Fault System. Normally this sort of information would seem like disinformation or fear mongering but this particular situation is heavily documented.

The Federal Emergency Management Agency (FEMA) procures and stores pre-packaged commercial meals to support readiness capability for immediate distribution to disaster survivors routinely.  The purpose of this Request for Information is to identify sources of supply for meals in support of disaster relief efforts based on a catastrophic disaster event within the New Madrid Fault System for a survivor population of 7M to be utilized for the sustainment of life during a 10-day period of operations.   FEMA is considering the following specifications (14M meals per day):
- Serving Size – 12 ounce (entree not to exceed 480 calorie count);
- Maximum calories – 1200 and/or 1165 per meal;
- Protein parameters – 29g-37g kit;
- Trans Fat – 0;
- Saturated Fat – 13 grams (9 calories per gram);
- Total Fat – 47 grams (less than 10% calories);
- Maximum sodium – 800-930 mg;
Requested Menus to include snacks (i.e. fruit mix, candy, chocolate/peanut butter squeezers, drink mix, condiments, and utensils).  All meals/kits must have 36 months of remaining shelf life upon delivery.   Packaging should be environmentally friendly.

Interestingly enough, FEMA is also requesting information on millions of blankets for the EXACT same reason. Does FEMA know something we don’t or are they doing this to simply prepare for a disaster in order to help the American people? Most educated people understand that history repeats itself and the history of FEMA is that of an agency that has been completely unprepared and at times, unwilling to help the American people.

While many individuals within FEMA are good, hard working people, their masters have secretly set up thousands of FEMA camps throughout the country specifically for the American people. This is not fear mongering, this is documented fact.

FEMA RFI

- 100% cotton;
- White;
- 66″ x 90″

These requests line up directly with NLE 2011. In this National Exercise, FEMA plans to run drills simulating a catastrophic disaster along the New Madrid Fault System. This exercise is scheduled for May 2011. Past National Level Exercises have resulted in 70,000 people being evacuated in central Texas while the mainstream media completely ignored it.

Is a massive earthquake set to strike the New Madrid Fault Zone? How do HARRP and the gulf oil disaster play into this possible mega disaster?

In June, a report from the University of Illinois warned that the possibility of a 7.7 magnitude or higher earthquake striking the New Madrid Zone was very high.

“If a quake that size did hit, the report estimates at least 3,500 people would be killed and more than 80,000 others hurt,” reported theChicago Headlines Examiner.

Other estimates from the report include:

• 715,000 buildings damaged
• 7 million people homeless
• 2.6 million households without power
• $300 Billion economic impact

Adding to seriousness of this situation, the Department of Homeland Security has also contacted  multiple vendors in regards to the availability of underwater body bags.

The target audience for this information is public resource dive teams within theemergency responder community, and all submittals should be suited to their specific needs.Review of this information is being performed for the DHS System Assessment and Validation for Emergency Responders (SAVER) Program, which aims to conduct objective comparative assessments and validation of commercial equipment andsystems and provide those results with the emergency responder community. It is interesting to note that this is happening at the same time as people are ordering a massive amount of food and food riots are being predicated by globalists throughout the world. 

I cannot stress enough the importance of stocking up on food. There are many different companies and places that you can purchase store able food. Pick One!

Police trained that FEMA camps are perfectly normal

Picture it:  You are sound asleep next to your spouse.  Your children are safely tucked away in their bedrooms.  Despite the chaos in the world which surrounds you--the riots, the food shortages, the deadly pandemic, the nationwide power outage, and the apparent societal collapse--you are safe and comfortable in your house.  Although the world has seemingly gone crazy, you are doing all you can to weather the storm and (for the moment) everything is quiet and peaceful.  Suddenly, there is a loud crash!  You jerk awake from your slumber.  Within seconds, before you can even get to your feet, you are blinded by streams of intense light.  You can hear your spouse screaming, and your children crying in the distance, but all that noise is drowned out by the loud, harshvoices behind those blinding lights.  "Get down!"  "Don't move!"  If you hesitate for even a second, they will violently throw you to the ground.  You are dragged from your own house along with the rest of your family.  As several officers remain behind to search your house, you are thrown onto a fortified bus without any explanation, and whisked away to a "secure facility".  This is your new home--uniforms, prisoner numbers, forced vaccinations, ID markings, armed guards, barking guard dogs, and a fence with barbed wire pointing in.



Yes, I'm talking about FEMA camps.  I'm not sure if I actually believe that they exist or not, but I have absolutely no doubt that our government is capable of such a thing.  These are, after all, the same people who want to see all travelers naked--and grope their genitals.  Honestly, how much of a stretch would camps really be?  With all of the rules, laws, taxes, license plate readers, face scanners, traffic cameras, security cameras, metal detectors, speed cameras, and (recently) unmanned spy drones we are pretty much in a giant camp already--they just haven't built the fence yet.


This article is not about the "reality" of FEMA camps.  Plenty of other people have written articles and made movies which offer "proof" that FEMA camps exist.  If you want information concerning the Japanese internment camps of WWII, legislation that opens the door to prisoner camps, or even maps of supposed FEMA camp locations, may I offer the following resources for you:

I've watched all the movies and visited all the websites.  The information is sometimes compelling, sometimes absurd.  There is a plethora of facts and an abundance of wild speculations.  Although, I'm not sure what I believe, I have acquired an interesting piece of information that I want to share with all of you.  One of my biggest questions concerning FEMA camps has always been this: how on earth would they convince military and police to go along with the roundup?

It's actually not as difficult as you might suspect.  Think of all the unconstitutional, victimless-crime laws that the police willingly and aggressively enforce every single day.  Take the "seatbelt law" for example.  Although this law is clearly a violation of the constitution and a glaring display of government overstepping its bounds, it was justified to the police as being "necessary because it saves lives".  The government offers a rationalization, the law gets passed, police supervisors give out the orders, and police do as they are told.

It all starts with the justification/rationalization.

It would stand to reason that, if placing people in camps could be justified/rationalized to the police as a "necessary act to save lives", the police would likely go along with it.  But are the police actually being indoctrinated that camps may be necessary to save lives?  Sadly, the answer is yes.  I recently received the following email, and it blew me away:

Dear Milo, I love your site.  I noticed you haven't discussed FEMA camps yet, but here's some information that you might find interesting. I'm a police officer in [withheld to protect officer's identity] State. Everyone in my department was recently required to take an online course sponsored by FEMA about the "Incident Command Structure" (ICS). The Incident Command Structure is the system of control set in place following a disaster, catastrophe, terrorist strike, or other such event.  All of the documents from that course can be found on FEMA's website: http://training.fema.gov/EMIweb/IS/is100lst.asp In particular you should pay attention to Unit 6: ICS Facilities. Here's that direct link: http://training.fema.gov/EMIweb/IS/ICS100CR/ICS100IG/06ICS100ICSFac_NMSept05.pdf First, I'd like you to notice page 6-8 which is actually entitled "CAMPS"!!! Now, they claim in this training that "camps" are temporary facilities and may not be required. I feel that they do this to condition the police that camps are perfectly normal and may be necessary--so that we won't hesitate to place people in camps upon command. Secondly, I'd like you to notice page 6-4 which mysteriously states "some incidents may require facilities not included on the standard list". The use of the word "facilities" would lead me to believe that these locations are already in place and are permanent in nature. But then you have to ask: what kind of facilities are important enough to already have in place, but too secretive to leave out of your police training? I found it very interesting and thought I'd share. Keep up the good work, [Name Withheld]

Interesting, indeed!  It's quite unsettling that FEMA is educating police officers around the nation that citizens may have to be placed into CAMPS at some point (for their own safety, of course), and that this practice is completely normal.

Now, I know that I bust on cops a lot on my site.  Truthfully though, I don't actually dislike most individual police officers, but the corrupt governmental institution they serve.  Most cops are just honest, hard-working people--working a very difficult job.  They don't want to violate people's rights, but they also don't want to get in trouble with their supervisors and risk losing their livelihoods.  I actually have several friends who are cops and, like the author of this letter, I can't picture any of them voluntarily placing American Citizens into camps.  I'm hoping that, by sharing this email with all of you, maybe some other police who have received this training will realize what's really going on, and how they are being conditioned.  Placing citizens in camps is not normal, it's not necessary, and it never will be.

“Police State” episode of hit Ventura show covering FEMA camps pulled from air

Alex Jones, a consultant to TruTV’s Conspiracy Theory, can confirm that the controversial episode “Police State,” which dealt with FEMA camps and fusion centers, has been pulled from air and essentially “memory-holed” due to behind the scenes pressure.

In short, the series of inconsistencies with the re-airing and promotion for “Police State” posted by We Are Change and Federal Jack (below) is all true, and more. The episode was de-listed from TruTV’s website, bonus clips associated with the episode were removed from the website, its encore airings were canceled and it was not played during the recent Conspiracy Theory marathon. Alex cannot elaborate further without compromising his sources, but you have heard people associated with the show discussing on the radio how certain unnamed powerful people did not want this impactful episode to air, how shadowy figures have been caught rummaging through the trash of producers for the show, and beyond.

The producers and talent for Conspiracy Theory, including former Governor Jesse Ventura, have had a lot of courage in making their series as hard hitting as possible. With certain powers-that-be unhappy with such a substantial program airing on cable TV, supporters should treasure what they have been able to get out thus far. The very future of the series could be in question, though certainly things are still up in the air at this point. If you appreciate the content that has been on Conspiracy Theory thus far, you should do everything you can tell your friends and associates to tune in, and make sure these dynamic episodes are seen as widely as possible.


The “Great Lakes” episode, now known as the “Worldwide Water Conspiracy” airing tomorrow, Fri, Dec. 3 at 10 PM EST / 9 PM CST also was nearly not aired, but made the second season schedule in the end. Producers have told the Alex Jones Show that it deals with a number of hardcore issues including uranium, lithium, fluoride and more being added to public water supplies. Never before has such information been seen on television.

DHS Whistleblower: They're Training Local Police to Suspend Rights

What happens during a national emergency?  People know that the President of the United States would be the one to declare the emergency, but under what criteria?  What about our Constitutional Rights during the emergency?

Film maker William Lewis had the chance to sit down with former police officer turned whistle-blower Travis Maddox for an interview contained in the newly released film Enemy of the State: Camp FEMA Part 2.  During the interview, Maddox shares what became his concerns about the extensive training given to the local police department by the Department of Homeland Security in case of a nuclear, chemical, or biological attack.

Maddox, also a former Missouri Constitution Party candidate for office, says the group in which he participated was "trained" to force people from their homes, disarm them, load them onto buses for transport to secured quarantine areas, "and if that weren't enough, from there it gets pretty scary," says Lewis of the interview.

"DHS, parent organization for the Transportation Security Administration, could give the TSA a run for their money," relays Lewis about the information given the viewer from Maddox's first hand experience during training.  The procedures for decontamination require removal of clothing, by force, if necessary.  Maddox also stated during the interview that when the order is given, no one will have a choice, basically saying that you lose your rights to your private property, your guns, even your own body.

"I think your body is probably the most private property that you own," Investigative Journalist and radio talk show host Kaye Beach said in reference to the possibility of forced treatment in this fourth film by the Lewis/Franchi team.

Along with the police state-type tactics described by Maddox, Enemy of the State guests Ernest Hancock and Beach discuss the paperwork in place in Arizona and Oklahoma that could bring about forced treatment in the case of a biological attack.  Massachusetts already passed laws to force treatment during the Swine Flu scare in 2009.  Beach actually discusses that there may be something similar in nearly every state, as most have adopted either all or part of the Model State Emergency Health Powers Act.

CBS released a 3-month study in late October 2009 showing that state-by-state, the odds of people  actually testing positive for the Swine Flu were very slim.  Franchi says,  "That means that the National State of Emergency called by President Obama was, in fact, based on false data."

High-Speed Rail Federalism Fight and FEMA Camps

Editor's Note:  Could the push by the Obama Administration for High Speed Rail, although many leaders say the system is unnecessary, really be about providing the infrastructure to transport political dissidents and others to the FEMA Camps, authorized by Congressional legislation, Rex 84?

In October, I speculated that the upcoming elections could be the nail in the coffin for the Obama administration’s plan for a nationwide system of high-speed rail. Indeed, some notable gubernatorial candidates who ran, in part, on opposition to federal subsidies for HSR in their states proceeded to win. However, Transportation Secretary Ray LaHood made it clear in a recent speech to HSR supporters that the administration intends to push ahead.

LaHood’s message was targeted specifically to incoming governors John Kasich in Ohio and Scott Walker in Wisconsin, who argued that HSR doesn’t make any economic or practical sense for their states.

LaHood said that states rejecting federal HSR subsidies won’t be able to reroute the money to other uses, such as roads. Instead, LaHood said the rejected money will redistributed “in a professional way in places where the money can be well spent” – i.e., other states. And sure enough, other governors were quick to belly up to the Department of Transportation’s bar in order to grab Ohio and Wisconsin’s share.

From the Columbus-Dispatch:

New York Gov.-elect Andrew Cuomo has said he would be happy to take Ohio’s money. Last week, California Democratic Sens. Barbara Boxer and Dianne Feinstein wrote LaHood saying that California stands ready to take some, too, noting that several states that elected GOP governors this month have said they no longer want to use the rail money for that purpose.

“It has come to our attention that several states plan to cancel their high-speed rail projects. We ask that you withdraw the federal grants to these states and award the funds to states that have made a strong financial commitment to these very important infrastructure projects,” Boxer and Feinstein said in their letter to LaHood.

This is a textbook example of why the Department of Transportation should be eliminated and responsibility for transportation infrastructure returned to state and local governments. If California wishes to pursue a high-speed rail boondoggle, it should do so with its own state taxpayers’ money. Instead, Ohio and Wisconsin taxpayers now face the prospect of being taxed to fund high-speed rail projects in other states.

If California’s beleaguered taxpayers were asked to bear the full cost of financing HSR in their state, they would likely reject it. High-speed rail proponents know this, which is why they agitate to foist a big chunk of the burden onto federal taxpayers. The proponents pretend that HSR rail is in “the national interest,” but as a Cato essay on high-speed rail explains, “high-speed rail would not likely capture more than about 1 percent of the nation’s market for passenger travel.”
