Stand Strong and Do Not Despair: Some Thoughts on the Fading Student Movement in Quebec

As eight of the fourteen CEGEP preparatory schools have voted to return to class, and thereby end the strike which began in February, Quebec is beginning to witness the fading away of the first phase of the student movement, mobilized by the planned tuition increases, and which expanded into a broader social movement known as the ‘Maple Spring.’ As some students have returned to class, they were met with a heavy police presence, no doubt to ensure ‘order’ during such a “dangerous” situation in which students enter school property. After all, Bill 78, which was passed by Jean Charest’s government back in May (now known as Law 12), made student protests on (or within 50 metres of school property) an illegal act.
Bill 78 was, quite accurately, described as “a declaration of war on the student movement,” and included an excessive amount of violations of basic rights and freedoms. Regardless of the specific details of the illegalities of the Law, we – the people – do not need even our Charter of Rights and Freedoms to tell us what is right and wrong, just or unjust. The legal system itself, after all, has very little to do with ‘justice’, and far more to do with legalizing injustice. Not only was the Law a violation of legally guaranteed rights and freedoms, such as freedoms of assembly and expression, but it was an affront to a very basic sense of decency, an insult to a very common sense of democracy, and an attack on a very basic conception of freedom.
This Law remains in effect. The tuition is set to increase. And as students vote to end the strike, some are mourning the seemingly vanishing potential of the student movement to effect a real, true, and lasting change. But all was not for nothing, all is not lost, and resistance is not futile. We have witnessed but the starting actions, initiative, determination, and voice of a generation which, around the world, from Egypt, to Greece, Spain, Chile and Mexico, are standing up, taking to the streets, innovating new actions and forms of collective resistance and even revolution. Our generation is beginning – and only just beginning – to awaken our wider societies to resist and challenge a system which, in the wake of this new great global depression, which in the wake of new wars of aggression, has revealed its true nature: all for the powerful, and nothing for the people. It is a system which benefits the few at the expense of the many.

Karl Rove: Defender of Forever War and a Devastating National Debt

Former Nixon dirty trickster and Bush’s brain, Karl Rove, is miffed over Christine O’Donnell’s win in the Delaware primary. Appearing on Fox News with Sean Hannity, Rove depicted O’Donnell as suffering from paranoia and slammed her for taking two decades to pay off her student loans. Unlike Rove, who owns $2.5 million of real estate in D.C. and Florida, O’Donnell appears to be an average American of average means. Like an increasing number of average Americans, she was unable to pay her mortgage and had problems with the IRS. Political operatives of Rove’s class like Timothy Geithner and Tom Daschle rarely if ever experience tax and financial problems.
Rove is not specifically opposed to Ms. O’Donnell’s “nutty” personal life. He is opposed to average Americans who are not hand-picked members of the establishment and the ruling elite winning primary elections and replacing career politicians. Rove is concerned the Tea Party will oust a large number of Republicans along with Democrats in November. Karl Rove and the Republicans understand what the Tea Party represents and it frightens them. It represents the end to business as usual in the district of criminals. It means the people may actually wrestle control of the government away from transnational corporations and the banksters. If successful, it will mean real, sincere change, not Barry Obama change with Goldman Sachs minions in the White House and bankster lobbyists glutting the hall of Congress.
More and more Americans understand there is little difference between Republicans and Democrats, although operatives like Rove and teleprompter readers like Sean Hannity and his “conservative” ilk insist there is a wide ideological chasm between the parties. In fact, they are actually opposing sides of the same party, as insider Carroll Quigley noted a couple decades ago.
The sameness of the political class becomes manifestly obvious when one looks at the national debt. Republicans claim to back the Tea Party demand that the debt be addressed before the American people end up homeless on the continent their fathers conquered, as Thomas Jefferson warned. Establishment Republicans may pay lip service to the national debt owed to bankers and foreigners, but when the rubber meets the road they are spendaholics little different than their Democrat colleagues. George Bush jacked up the debt while in office — under his reign as Oval Office seat warmer it nearly doubled — and Republicans sold future generations down the river when they passed the $700 billion Medicare prescription drug “benefit,” actually another classic transfer of wealth. Republicans initiated the “bailout” of Wall Street at the behest of the bankers and the quasi-socialist scheme to save a non-competitive auto industry following the engineered economic collapse that began in 2008.
Republicans claim they are for rolling back income taxes. And yet House Minority Leader John Boehner said two days ago that he would support increasing the taxes of “rich” Americans earning over $250,000, that is if the Democrats support tax cuts for those making less than $250,000. Democrats think they need more time to game out their strategy, that is to say they will wait until after the mid-terms elections to decide average Americans are not entitled to keep the money they earn.
Republicans tell us they are for rolling back the size of government. They are taking a serious look at repealing Obamacare if they regain the House and Senate. They don’t mean it. Supporters of the growing Tea Party movement know Republicans cannot be trusted to live up to their wishy-washy election season promise to get rid of Obamacare and its authoritarian mandates. Establishment Republicans have attacked Tea Party candidates who have proposed gutting federal agencies and — most importantly — have called for the Federal Reserve to be audited and eventually dismantled. Republicans want to leave everything the way it is in Washington. They resent meddlesome Tea Party demands.
The real Tea Party — not the Borg hive imitation devised by the Republicans — has called for an end to the “wars” in Iraq and Afghanistan. The real Tea Party follows the advice of George Washington in his farewell address. The first president cautioned against foreign entanglements. The party of the war criminal master mind Karl Rove does not want to avoid illegal and immoral entanglements, but expand them to Pakistan, Yemen, Somalia, Iran, Syria, and elsewhere in the name of unsustainable hegemony for the ruling elite, an effort that will certainly spell disaster for the nation and is engineered to do just that.
Christine O’Donnell won in Delaware in part because voters realized her opponent, Mike Castle, supported the globalist plan to cap and tax the American people. O’Donnell pointed out that Castle could be the deciding “climate” (tax and impoverish) vote in the lame-duck session of Congress. She promised to sink the scheme. “Castle is a big supporter of cap and trade,”O’Donnell told Fox News. “Nobody wants this bill. In this race, I am the only candidate who has pledged to not only vote against it but advocate against it. So people are looking at this as perhaps me being that filibuster vote.”
Karl Rove and the globalists are pushing for cap and tax, larger and more burdensome government, more intrusion by the state into personal affairs of citizens and small business, are angling for more taxes and staggering debt to be paid to the banksters, more destruction of the Constitution and the Bill of Rights, a larger and more asphyxiating police state surveillance and control grid, and interminable wars that offer no hope of resolution or honor, just an endless trail of body bags and flag-draped coffins.
Karl Rove the consummate insider does not dislike Christine O’Donnell because she is paranoid or because it took her two decades to pay off her student loans, as he snidely told Sean Hannity. He dislikes and loathes her because she represents political change in Washington — and that must be halted at all cost.

Wikileaks to Release Massive Document Collection on Iraq War

Wikileaks.org the website behind the recent release of more than 92,000 documents covering US military operations and communications in Afghanistan are currently in the works of releasing a massive collection on similar documents regarding operations in Iraq 3 times the size of that released before.
Wikileaks the global whistleblower website which came into the spotlight after releasing a video of a US military massacre in Iraq caught on a pilot’s video feed titled ‘Collateral Damage‘ (Extreme caution advised NSFW) has revealed that it is currently working with a not-for-profit organization to release programs and stories based on what is described as massive cache of classified U.S. military field reports related to the Iraq War.
The Bureau of Investigative Journalism has teamed up with media organizations—including major television networks and one or more American media outlets—in an unspecified number of countries to produce a set of documentaries and stories based on the cache of Iraq War documents in the possession of WikiLeaks stated it’s Editor Iain Overton reported Newsweek earlier today.
Overton acknowledged that the volume of Iraq War reports that WikiLeaks has made available for the project is massive, and almost certainly more than the 92,000 Afghan field reports the organization made available for advance review to The New York Times, Britain’s Guardian, and Germany’s Der Spiegel.
After contacting regional news networks like Al Jazeera it is not yet clear whether or not they will be amongst those participating in the media coverage of the documents that are speculated to contain information that could put many lives at risk.
Individuals and organizations most expected to be at risk will be Iraqis whom cooperated with the US Army throughout and after the invasion of the country that left more than 1.5 million killed and over 7 million internally and externally displaced.

When Will the Bad Dream End?

In a normal country, war is front-page news. It is a big deal to invade and bomb another nation. Most of the world’s people can probably name all the foreign governments their own government is at war with. If any other industrialized nation were bombing Pakistan, for example, and displacing hundreds of thousands of people from their homes, the average taxpayer would be aware. It would be the biggest news story. If you are a typical person living in a normal country, and your government threatens to invade, say, Eritrea, you would probably hear something about it. And you would probably even want to know where Eritrea is on a map.

The United States is not a normal country. If it ever was one, it certainly isn’t now. Its imperial foreign policy has long made it special, and now that it’s the world’s lone superpower – with an effective monopoly on aerial warfare, calling the shots as to who can have nukes, claiming the unilateral right to start wars against anyone – the U.S. government has become so belligerent, and especially in remote lands, that American wars have become routine, its casualties relegated to the back page.
This decade has obviously been especially bad. Nine years ago, the Twin Towers fell, the Pentagon was hit, and the United States, its government and political culture, fell under a spell of mass delusion that still shows no signs of abating. It has been nine whole years since 9/11, and it is starting to look like the “post-9/11″ insanity that marked America under Bush has become a permanent feature of the American landscape.
Looking around at what has happened in these last nine years, we are reminded of what a long period of time this is in the modern age. iPods took the world by storm and became obsolete. Such movies as the Lord of the Rings trilogy forever changed film in ways we now take for granted. Trashy reality TV conquered most of the airwaves, but television has at the same time blossomed into a bona fide art form, with HBO, Showtime and even network TV producing programs of a quality previously unimagined. The internet has gone from being a ubiquitous convenience to becoming the major network of all communication, to which practically every other communicative and technological medium is to be connected.
In nine years, we’ve seen the housing market boom and bust. We’ve seen, according to the hyperbolic media, our nation’s greatest environmental disaster, one of the worst natural disasters, and a nearly unprecedented financial collapse. And speaking of the old media, the giant newspapers still seemed like leaders in 2001. Now they look like a dying breed, with whole enterprises selling for literally less than a single issue at a newsstand price. Meanwhile, many consumer goods, including food staples, have nearly doubled in cost.  China is now the second biggest economy in the world.
And certainly, nine years is quite some time in the lives of actual people. We all know folks who’ve had children or passed away. Kids have grown from losing their baby teeth to taking their SATs. We’ve been to many weddings.
On the political scene, in the last nine years we have watched nearly two full terms of one president and half a term of another – two presidents who represent different parties, opposing sides of the culture war and, ostensibly, contrasting approaches on how to govern the country. We’ve seen the Republicans capture the federal legislature and then lose it all again. We’ve seen both parties undergo significant rhetorical makeovers.
But one thing that hasn’t changed at all is U.S. foreign policy, and the entire American style of responding to supposed threats abroad with the brute force of war and the continual expansion of government power at home.
This is not to say that there was a qualitative break in U.S. policy nine years ago, not even as far as the Muslim world was concerned. The U.S. overthrew Iran’s government in 1953, installed a dictator and taught his goons how to torture. The U.S. backed Saddam and his ilk from the late 50s through the 1980s. The U.S. engineered the Soviet invasion of Afghanistan in 1979 and continued to meddle in that country, radicalizing Islamist fighters and helping to create the modern fanaticism there. In the 1980s, the U.S. government bombed Libya and encouraged Saddam to invade Iran, even as President Reagan secretly sent weapons to Iran. In 1990, the U.S. government started a war with Iraq that has essentially continued to this day. Clinton bombed Iraq and Afghanistan. In the decades leading to 9/11, it is fair to say that the U.S. government directly or indirectly murdered millions of innocent people in its interventions in the Middle East and Central Asia. Every president from Eisenhower through Clinton shares some of the blame.
But there has been something particularly insane about U.S. policy since the events of 9/11. Previous limits upon imperial boldness, even if they existed only out of pragmatic concerns, have been swept aside. What was once considered beyond the pale is now accepted as normal.
Abroad, there is the war with Iraq that seems crazy even for the U.S. empire. It used to take something like the Soviet Menace, with tens of thousands of nuclear weapons – or someone like Hitler or Tojo, with some of the mightiest militaries on earth – to scare the living daylights out of Americans. But the Iraq war showed that the most ludicrous of pretenses – that a lame duck dictator like Saddam, who had never attacked the United States and showed no signs of doing so, was somehow a threat to America – could now be used to justify a project to “liberate” and bring democracy to a whole nation that itself was cobbled together by the West, held precariously intact under a brutal strongman, and that would inevitably fall short of American dreams of democracy no matter how many times its people voted.
Then there’s the fact that the U.S. government now goes to war, and is peripherally involved in even more wars, without anyone in America seeming to care. This is an era when threatening Eritrea is the least of it. The U.S. supports an Ethiopian invasion of Somalia – barely a blip in the news. The U.S. backs an ally, Israel, that invades its other ally, Lebanon, and maybe the talking heads care for about a day. The U.S. is essentially at war with its own nuclear-armed ally, Pakistan – and many Americans have no clue. The U.S. backs suicide bombers in Iran with possible ties to al Qaeda who are bent on changing Tehran’s government – not that most Americans even know the difference between Iran and al Qaeda, Persians and Arabs or Sunni and Shi’ia. And then, when an airplane passenger fails in his attempt to kill Americans on Christmas Day with explosives hidden in his underwear, the media scream that perhaps it’s time to wage war on Yemen. No one of prominence even mentions that Obama was already bombing Yemen, days before the underwear bomber almost struck.
But Afghanistan has got to be the most insane example of what’s going on. This is the war that marks the shift since 9/11 – even more than Iraq. The U.S. realists, in one of their only foreign policy successes ever, used Afghanistan against the Soviets, knowing it was the graveyard of invading empires. Now the U.S. is, in the midst of a recession, tripling down on a completely unjust and completely unwinnable project to save Afghanistan from its own tribal people, win the war on drugs there, bring freedom to the land and defeat a terrorist network that barely even exists in the country.
This is a reminder of why it’s so important to oppose a war before it begins. The Afghanistan war was always a terrible idea. Nine years ago, a few Americans stood up and pointed out that the 9/11 attacks wereretaliation for U.S. foreign policy, which must be changed if we are ever to address the problem of terrorism. But these voices were in the minority. More than 90% of Americans cheered the invasion of Afghanistan. Now many on the left think it was folly, but the U.S. can’t pull out. Or they are quiet because their beloved president is doing the killing.
The Democrats practically all backed this war, and in both 2004 and 2008 attacked Bush for “neglecting” Afghanistan. Obama always promised us he’d be even worse on this war than his predecessor. It almost inspires nostalgia for Bush, who was essentially no more aggressive than Obama but who seemed to get away with less.
Obama has meanwhile “ended” the war in Iraq by keeping 50,000 troops there – troops involved in shooting and killing. Then there are the 100,000 contractors and permanent bases. Americans are snoozing. Who cares about Iraq? That’s so 2003. And on the civil liberties front – detention, rendition, surveillance, even the unilateral presidential right to assassinate US citizens he deems terrorists – Obama has pushed the envelope further than Bush. But what’s the big deal? Even conservatives who think Obama a totalitarian tyrant don’t seem to care about these, his most totalitarian and tyrannical policies.
As for the national debate about U.S. foreign policy, there is none. The idea that the minority was pushing even on 9/12 – that the attacks were blowback from decades of U.S. aggression – is still hardly more discussed than it was back then. Ron Paul made it a somewhat common point of discussion back in 2007, but since then, who has even touched upon the fundamental nature of 9/11? Instead, Americans are divided as to whether to blame all of Islam or whether to blame radical Islam, when revenge over U.S. aggression is the true motivation behind the anti-U.S. attacks, and stopping the wars is the only answer.
But far from finally being open to the truth of blowback and the insanity of the Afghanistan project, and far from having learned from Iraq to distrust U.S. war propaganda, the American people appear to have forgotten about these wars, to have stopped caring about U.S. foreign policy, except to be worried, once in a while, about the next supposed foreign threat. The media claim, without justification, that Iran is getting close to having a nuke. The press, year after year, spins a story up about how Iran is just one year away, but there is no proof this is even an Iranian goal, and practically no one ever talks about the Non-Proliferation Treaty to which Iran is a signatory, except to dishonestly imply that Iran has violated it. A poll this year reveals that70% of Americans believe Iran already has a nuclear weapon – an astonishing accusation that the U.S. establishment has never outright articulated. But just as the Bush administration, without ever saying it, got Americans to believe that Saddam was behind 9/11, the powers that be are now doing nothing to dissuade the American public from these dangerous misconceptions about Iran. Indeed, all the actual aggressiveness is coming from Washington, in the form of sanctions and threats, and is directed against the Iranians – not the other way around.
Will the U.S. really go to war with Iran – a nation that has never attacked America, a nation that offered its support right after 9/11 in the fight against al Qaeda, a nation that would be even more unconquerable than Iraq and could become the trip wire for world conflict? Is the government going to challenge another country when it’s already in the middle of more than two wars with no end in sight? In a normal country, this would be an easier question to answer.
It is just an accepted fact that the wars and siege mentality must continue, that we cannot give up the empire lest we surrender to the terrorists. Instead, we must give away more and more of our freedoms for which we are supposedly hated. And how much longer can this charade go on? How much longer will the president be seen as the proper arbiter of life or death for all people everywhere, the judge, jury and executioner at the top of the U.S. justice system, with no territorial bounds on his power? How much longer will we deal with increasing humiliations at the airports, the rapid militarization of our police, the economy-crushing Pentagon that seems to double in size every few years, the demonization of Muslims that has become so commonplace? Will the U.S. be occupying Afghanistan nine years from now?
And it goes without saying that the U.S. government hasn’t even caught Osama bin Laden. Not that his capture would vindicate the million killed, the trillions squandered and the liberties smashed in this war. This would be obvious to people in a normal country.
But the madness will end, eventually. The bad dream that is post-9/11 America must at last give way to something else. If the people don’t get sick of it and demand that it end, or military defeat doesn’t do it, the U.S. empire will simply run out of money. Its days are numbered. It’s just tragic and sickening that many more will die before that happens.

Alter-globalization (also known as alternative globalization, alter-mundialization—from the French "altermondialisme"—or theglobal justice movement) is the name of a social movement that supports global cooperation and interaction, but which opposes the negative effects of economic globalization, feeling that it often works to the detriment of, or does not adequately promote, human values such as environmental and climate protectioneconomic justicelabor protectionprotection of indigenous cultures and human rights. The name may have been derived from a popular slogan of the movement: 'Another world is possible', which came out of the World Social Forum.[1] "The alter-globalization movement is a cooperative movement designed to protest the direction and perceived negative economic, political, social, cultural and ecological consequences of neoliberal globalization".[2] Many alter-globalists, unlike anti-globalists, seek to avoid the "disestablishment of local economies and disastrous humanitarian consequences". Most members of this movement shun the label "anti-globalization" as pejorative and incorrect since they actively support human activity on a global scale and do not oppose economic globalization per se. Instead they see their movement as an alternative to what they term neo-liberal globalization in which international institutions (World Trade OrganisationWorld BankInternational Monetary Fund etc.) and major corporations devote themselves to enriching the developed world while giving little or no attention to the detrimental effects of their actions on the people and environments of less developed countries, countries whose governments are often too weak or too corrupt to resist or regulate them. This is not to be confused with proletarian internationalism as put forth by communists in that alter-globalists do not necessarily oppose the free market, but a subset of free-market practices characterized by certain business attitudes and political policies that often lead to violations of human rights.

On Monday, August 6, 1945, at 8:15 AM, the nuclear bomb ‘Little Boy” was dropped on Hiroshima by an American B-29 bomber, the Enola Gay, directly killing an estimated 80,000 people. By the end of the year, injury and radiation brought total casualties to 90,000-140,000.[1]

“On August 9, 1945, Nagasaki was the target of the world's second atomic bomb attack at 11:02 a.m., when the north of the city was destroyed and an estimated 40,000 people were killed by the bomb nicknamed ‘Fat Man.’ The death toll from the atomic bombing totalled 73,884, as well as another 74,909 injured, and another several hundred thousand diseased and dying due to fallout and other illness caused by radiation.”[2]
In the European Theatre, World War II ended in early May 1945 with the capitulation of Nazi Germany. The “Big Three” on the side of the victors –Great Britain, the United States, and the Soviet Union – now faced the complex problem of the postwar reorganization of Europe. The United Stateshad entered the war rather late, in December 1941, and had only started to make a truly significant military contribution to the Allied victory overGermany with the landings in Normandy in June 1944, less than one year before the end of the hostilities. When the war against Germany ended, however, Washington sat firmly and confidently at the table of the victors, determined to achieve what might be called its “war aims.”

As the country that had made the biggest contribution and suffered by far the greatest losses in the conflict against the common Nazi enemy, the Soviet Union wanted major reparation payments from Germany and security against potential future aggression, in the form of the installation in Germany, Poland and other Eastern European countries of governments that would not be hostile to the Soviets, as had been the case before the war. Moscow also expected compensation for territorial losses suffered by the Soviet Union at the time of the Revolution and the Civil War, and finally, the Soviets expected that, with the terrible ordeal of the war behind them, they would be able to resume work on the project of constructing a socialist society. The American and British leaders knew these Soviet aims and had explicitly or implicitly recognized their legitimacy, for example at the conferences of the Big Three in Tehran and Yalta. That did not mean that Washington and London were enthusiastic about the fact that the Soviet Union was to reap these rewards for its war efforts; and there undoubtedly lurked a potential conflict with Washington’s own major objective, namely, the creation of an “open door” for US exports and investments in Western Europe, in defeated Germany, and also in Central and Eastern Europe, liberated by the Soviet Union. In any event, American political and industrial leaders - including Harry Truman, who succeeded Franklin D. Roosevelt as President in the spring of 1945 - had little understanding, and even less sympathy, for even the most basic expectations of the Soviets. These leaders abhorred the thought that the Soviet Union might receive considerable reparations from Germany, because such a bloodletting would eliminateGermany as a potentially extremely profitable market for US exports and investments. Instead, reparations would enable the Soviets to resume work, possibly successfully, on the project of a communist society, a “counter system” to the international capitalist system of which the USA had become the great champion. America’s political and economic elite was undoubtedly also keenly aware that German reparations to the Soviets implied that the German branch plants of US corporations such as Ford and GM, which had produced all sorts of weapons for the Nazis during the war (and made a lot of money in the process[3]) would have to produce for the benefit of the Soviets instead of continuing to enrich US owners and shareholders.  

Negotiations among the Big Three would obviously never result in the withdrawal of the Red Army from Germany and Eastern Europe before the Soviet objectives of reparations and security would be at least partly achieved. However, on April 25, 1945, Truman learned that the US would soon dispose of a powerful new weapon, the atom bomb. Possession of this weapon opened up all sorts of previously unthinkable but extremely favorable perspectives, and it is hardly surprising that the new president and his advisors fell under the spell of what the renowned American historian William Appleman Williams has called a “vision of omnipotence.”[4] It certainly no longer appeared necessary to engage in difficult negotiations with the Soviets: thanks to the atom bomb, it would be possible to force Stalin, in spite of earlier agreements, to withdraw the Red Army from Germany and to deny him a say in the postwar affairs of that country, to install “pro-western” and even anti-Soviet regimes in Poland and elsewhere in Eastern Europe, and perhaps even to open up the Soviet Union itself to American investment capital as well as American political and economic influence, thus returning this communist heretic to the bosom of the universal capitalist church.

At the time of the German surrender in May 1945, the bomb was almost, but not quite, ready. Truman therefore stalled as long as possible before finally agreeing to attend a conference of the Big Three in Potsdam in the summer of 1945, where the fate of postwar Europe would be decided. The president had been informed that the bomb would likely be ready by then - ready, that is, to be used as “a hammer,” as he himself stated on one occasion, that he would wave “over the heads of those boys in the Kremlin.”[5]  At the Potsdam Conference, which lasted from July 17 to August 2, 1945, Truman did indeed receive the long-awaited message that the atom bomb had been tested successfully on July 16 in New Mexico. As of then, he no longer bothered to present proposals to Stalin, but instead made all sorts of demands; at the same time he rejected out of hand all proposals made by the Soviets, for example concerning German reparation payments, including reasonable proposals based on earlier inter-Allied agreements. Stalin failed to display the hoped-for willingness to capitulate, however, not even when Truman attempted to intimidate him by whispering ominously into his ear that America had acquired an incredible new weapon. The Soviet sphinx, who had certainly already been informed about the American atom bomb, listened in stony silence. Somewhat puzzled, Truman concluded that only an actual demonstration of the atomic bomb would persuade the Soviets to give way. Consequently, no general agreement could be achieved at Potsdam. In fact, little or nothing of substance was decided there. “The main result of the conference,” writes historian Gar Alperovitz, “was a series of decisions to disagree until the next meeting.”[6]

In the meantime the Japanese battled on in the Far East, even though their situation was totally hopeless. They were in fact prepared to surrender, but they insisted on a condition, namely, that Emperor Hirohito would be guaranteed immunity. This contravened the American demand for an unconditional capitulation. In spite of this it should have been possible to end the war on the basis of the Japanese proposal. In fact, the German surrender at Reims three months earlier had not been entirely unconditional. (The Americans had agreed to a German condition, namely, that the armistice would only go into effect after a delay of 45 hours, a delay that would allow as many German army units as possible to slip away from the eastern front in order to surrender to the Americans or the British; many of these units would actually be kept ready - in uniform, armed, and under the command of their own officers – for possible use against the Red Army, as Churchill was to admit after the war.)[7] In any event, Tokyo’s sole condition was far from essential. Indeed, later - after an unconditional surrender had been wrested from the Japanese - the Americans would never bother Hirohito, and it was thanks to Washington that he was to be able to remain emperor for many more decades.[8]

The Japanese believed that they could still afford the luxury of attaching a condition to their offer to surrender because the main force of their land army remained intact, in China, where it had spent most of the war. Tokyo thought that it could use this army to defend Japan itself and thus make the Americans pay a high price for their admittedly inevitable final victory, but this scheme would only work if the Soviet Union stayed out of the war in the Far East; a Soviet entry into the war, on the other hand, would inevitably pin down the Japanese forces on the Chinese mainland. Soviet neutrality, in other words, permitted Tokyo a small measure of hope; not hope for a victory, of course, but hope for American acceptance of their condition concerning the emperor. To a certain extent the war with Japan dragged on, then, because the Soviet Union was not yet involved in it. Already at the Conference of the Big Three in Tehran in 1943, Stalin had promised to declare war on Japan within three months after the capitulation of Germany, and he had reiterated this commitment as recently as July 17, 1945, in Potsdam. Consequently, Washington counted on a Soviet attack on Japan by the middle of August and thus knew only too well that the situation of the Japanese was hopeless. (“Fini Japs when that comes about,” Truman confided to his diary, referring to the expected Soviet entry into the war in the Far East.)[9] In addition, the American navy assured Washington that it was able to prevent the Japanese from transferring their army from China in order to defend the homeland against an American invasion. Since the US navy was undoubtedly able to force Japan to its knees by means of a blockade, an invasion was not even necessary. Deprived of imported necessities such as food and fuel, Japan could be expected to beg to capitulate unconditionally sooner or later.    

In order to finish the war against Japan, Truman thus had a number of very attractive options. He could accept the trivial Japanese condition with regard to immunity for their emperor; he could also wait until the Red Army attacked the Japanese in China, thus forcing Tokyo into accepting an unconditional surrender after all; or he could starve Japan to death by means of a naval blockade that would have forced Tokyo to sue for peace sooner or later. Truman and his advisors, however, chose none of these options; instead, they decided to knock Japan out with the atomic bomb. This fateful decision, which was to cost the lives of hundreds of thousands of people, mostly women and children, offered the Americans considerable advantages. First, the bomb might force Tokyo to surrender before the Soviets got involved in the war in Asia, thus making it unnecessary to allow Moscow a say in the coming decisions about postwar Japan, about the territories which had been occupied by Japan (such as Korea and Manchuria), and about the Far East and the Pacific region in general. The USA would then enjoy a total hegemony over that part of the world, something which may be said to have been the true (though unspoken) war aim of Washington in the conflict with Japan. It was in light of this consideration that the strategy of simply blockading Japan into surrender was rejected, since the surrender might not have been forthcoming until after – and possibly well after - the Soviet Union’s entry into the war. (After the war, the U.S. Strategic Bombing Survey stated that “certainly prior to 31 December 1945, Japan would have surrendered, even if the atomic bombs had not been dropped.”)[10]

As far as the American leaders were concerned, a Soviet intervention in the war in the Far East threatened to achieve for the Soviets the same advantage which the Yankees’ relatively late intervention in the war in Europe had produced for the United States, namely, a place at the round table of the victors who would force their will on the defeated enemy, carve occupation zones out of his territory, change borders, determine postwar social-economic and political structures, and thereby derive for themselves enormous benefits and prestige. Washington absolutely did not want the Soviet Union to enjoy this kind of input. The Americans were on the brink of victory over Japan, their great rival in that part of the world. They did not relish the idea of being saddled with a new potential rival, one whose detested communist ideology might become dangerously influential in many Asian countries. By dropping the atomic bomb, the Americans hoped to finish Japan off instantly and go to work in the Far East as cavalier seul, that is, without their victory party being spoiled by unwanted Soviet gate-crashers. Use of the atom bomb offered Washington a second important advantage. Truman’s experience in Potsdam had persuaded him that only an actual demonstration of this new weapon would make Stalin sufficiently pliable. Nuking a “Jap” city, preferably a “virgin” city, where the damage would be especially impressive, thus loomed useful as a means to intimidate the Soviets and induce them to make concessions with respect to GermanyPoland, and the rest of Central and Eastern Europe.

The atomic bomb was ready just before the Soviets became involved in the Far East. Even so, the nuclear pulverization of Hiroshima on August 6, 1945, came too late to prevent the Soviets from entering the war against JapanTokyo did not throw in the towel immediately, as the Americans had hoped, and on August 8, 1945 - exactly three months after the German capitulation in Berlin - the Soviets declared war on Japan. The next day, on August 9, the Red Army attacked the Japanese troops stationed in northern ChinaWashington itself had long asked for Soviet intervention, but when that intervention finally came, Truman and his advisors were far from ecstatic about the fact that Stalin had kept his word. If Japan’s rulers did not respond immediately to the bombing of Hiroshima with an unconditional capitulation, it may have been because they could not ascertain immediately that only one plane and one bomb had done so much damage. (Many conventional bombing raids had produced equally catastrophic results; an attack by thousands of bombers on the Japanese capital on March 9-10, 1945, for example, had actually caused more casualties than the bombing of Hiroshima.) In any event, it took some time before an unconditional capitulation was forthcoming, and on account of this delay the USSR did get involved in the war against Japan after all. This made Washington extremely impatient: the day after the Soviet declaration of war, on August 9, 1945, a second bomb was dropped, this time on the city of Nagasaki. A former American army chaplain later stated: “I am of the opinion that this was one of the reasons why a second bomb was dropped: because there was a rush. They wanted to get the Japanese to capitulate before the Russians showed up.”[11] (The chaplain may or may not have been aware that among the 75,000 human beings who were “instantaneously incinerated, carbonized and evaporated” in Nagasaki were many Japanese Catholics as well an unknown number of inmates of a camp for allied POWs, whose presence had been reported to the air command, to no avail.)[12] It took another five days, that is, until August 14, before the Japanese could bring themselves to capitulate. In the meantime the Red Army was able to make considerable progress, to the great chagrin of Truman and his advisors.

And so the Americans were stuck with a Soviet partner in the Far East after all. Or were they? Truman made sure that they were not, ignoring the precedents set earlier with respect to cooperation among the Big Three in Europe. Already on August 15, 1945Washington rejected Stalin’s request for a Soviet occupation zone in the defeated land of the rising sun. And when on September 2, 1945, General MacArthur officially accepted the Japanese surrender on the American battleship Missouri in the Bay of Tokyo, representatives of the Soviet Union - and of other allies in the Far East, such as Great Britain, France, Australia, and the Netherlands - were allowed to be present only as insignificant extras, as spectators. Unlike Germany,Japan was not carved up into occupation zones. America’s defeated rival was to be occupied by the Americans only, and as American “viceroy” inTokyo, General MacArthur would ensure that, regardless of contributions made to the common victory, no other power had a say in the affairs of postwar Japan.

Sixty-five years ago, Truman did not have to use the atomic bomb in order to force Japan to its knees, but he had reasons to want to use the bomb. The atom bomb enabled the Americans to force Tokyo to surrender unconditionally, to keep the Soviets out of the Far East and - last but not least - to force Washington’s will on the Kremlin in Europe also. Hiroshima and Nagasaki were obliterated for these reasons, and many American historians realize this only too well; Sean Dennis Cashman, for example, writes:

With the passing of time, many historians have concluded that the bomb was used as much for political reasons...Vannevar Bush [the head of the American center for scientific research] stated that the bomb “was also delivered on time, so that there was no necessity for any concessions to Russiaat the end of the war”. Secretary of State James F. Byrnes [Truman’s Secretary of State] never denied a statement attributed to him that the bomb had been used to demonstrate American power to the Soviet Union in order to make it more manageable in Europe.[13]

Truman himself, however, hypocritically declared at the time that the purpose of the two nuclear bombardments had been “to bring the boys home,” that is, to quickly finish the war without any further major loss of life on the American side. This explanation was uncritically broadcast in the American media and it developed into a myth eagerly propagated by the majority of historians and media in the USA and throughout the “Western” world. That myth, which, incidentally, also serves to justify potential future nuclear strikes on targets such as Iran and North Korea, is still very much alive - just check your mainstream newspaper on August 6 and 9!
