Senate Sneaks RFID Drivers License, Internet ID into Transportation Bill

TALLAHASSEE – The Florida Senate Committee on Governmental Oversight and Accountability on Wednesday approved an amendment to include “electronic authentication,” as well as “biometrics” to Florida Driver’s licenses. In addition, the amendment to SB 1150, which passed committee on a 12-0 vote, instructs the Department of Highway Safety and Motor Vehicles to provide a security token that can be electronically authenticated through a personal computer.

This new amendment lays the groundwork for radio frequency identification (RFID) chips to be implanted into drivers’ licenses. In much the same way that merchandise in a warehouse includes RFID tags to track items through the distribution process, RFID tags on drivers’ licenses would give authorities an additional tool to track anyone carrying a drivers’ license within the reception range of an RFID reader.

The Real ID Act of 2005, implemented in Florida on January 1, 2010, has integrated the more expansive personal data set collected by drivers’ license issuing agencies in the participating states into a national database.

Poll: 60% Reject Government ID for Online Security

In an effort to enhance online security and privacy, the Obama administration has proposed Americans obtain a single ID for all Internet sales and banking activity. But a new Rasmussen Reports poll finds most Americans want nothing to do with such an ID if the government is the one to issue it and hold the information.

The Rasmussen Reports national telephone survey shows that just 13% of American Adults favor the issuing of a secure government credential to replace all traditional password protection systems for online sales and banking activities. Sixty percent (60%) oppose such a credential. Twenty-seven percent (27%) are not sure.

Only eight percent (8%) of Americans would be willing to submit their personal financial and purchasing information to the government or a government contractor to receive a secure government credential for online transactions. Seventy-six percent (76%) would not be willing to submit this information for that purpose. Sixteen percent (16%) are undecided.

Aware of concerns that have been raised in the past about a national ID card, the administration appears to be downplaying the government role in the process but is clearly encouraging the development of a single personal credential to limit the security risks from multiple – and more easily hacked – passwords.  Unclear is the role that the Department of Homeland Security, a key mover behind the single credential, will play in the future.

Obama moves forward with Internet ID plan

The Obama administration said today that it’s moving ahead with a plan for broad adoption of Internet IDs despite concerns about identity centralization, and hopes to fund pilot projects next year.

At an event hosted by the U.S. Chamber of Commerce in Washington, D.C., administration officials downplayed privacy and civil liberties concerns about their proposal, which they said would be led by the private sector and not be required for Americans who use the Internet.

There’s “no reliable way to verify identity online” at the moment, Commerce Secretary Gary Locke said, citing the rising tide of security threats including malware and identity theft that have grown increasingly prevalent over the last few years. “Passwords just won’t cut it here.”

A 55-page document (PDF) released by the White House today adds a few more details to the proposal, which still remains mostly hazy and inchoate.

DHS Conducts Nationwide ID Authentication Test For Emergency Preparedness

Northrop Grumman and the U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA) recently coordinated a nationwide demonstration showing the ability to deploy a common, interoperable credentialing system that enables electronic identity authentication for government and industry personnel.

The demonstration, dubbed "Autumn Blend," showed the use of standardized personal identity credentials operating across multiple domains, such as a government's or company's credential authentication infrastructure, for access management decisions, situational awareness, cyber-secure capabilities and post-event reconstruction.

Participants included federal, state, local, and private sector emergency response and recovery officials who are assigned to the front lines for rescue or recovery missions.

"Northrop Grumman has an established commitment with the Department of Homeland Security and we recognize the importance and national significance of this demonstration," said Alan Leckenby, vice president of International and Identity Management for Northrop Grumman's Information Systems sector.
