FEMA requests even more emergency food

On the 31st of August, 2012,  FEMA requested 1.1 Million low sodium MRE’s to help with the demands from Hurricane Isaac. They needed to be shipped on September 1st.

On September 1st, at 10:18 PM ET, FEMA transmitted another solicitation for MRE’s. This time, the standard “Commercial Meal” MRE for those not on a restricted diet.
This Request for Quote is for a commercial Meals Buy and does not include reduced-sodium meals. The purpose of this RFQ is to request for unit prices of commercial meals only, and all other related costs like frieght (sic) costs will be determined at the time of order.
The response deadline on this RFQ is 2 September 2012, no later than 4.00 PM ET, less than 18 hours after the request was made.

What are commercial meals? According to associated document, they are meals that fall under the following guidelines:
Maximum calories: 1460 per meal

Minimum calories: 1050 per meal

Saturated Fat: 13 grams or less

Trans Fa: t Between 0 – 2.5 gram per meal

Total Fat:  47 grams or less

Sodium range: 685 mg up to 1570mg

Further reading shows that each meal should include: utensil package, napkin, salt and pepper, and salt free seasoning packet. And each case of meals shall include at least six varieties of entrée meal, and no beverages or drink mixes are required. All meals/kits must have 30-36 months long shelf-life remaining upon delivery.

These meal purchases are broken down into two types: Stock Replenishment or Emergency Response.

Stock Replenishment - The contractor(s) may be tasked to deliver meals to FEMA Distribution Centers to maintain FEMA’s readiness stock for disaster operations. FEMA shall determine delivery quantities, schedules, and locations at the time of order. The Contractor must have the capability to deliver up to 3,500,000 meals to any of the Distribution Centers within 30 days of the date of order.

Emergency Response - The contractor(s) will be tasked to deliver meals during presidential declared disasters and/or other emergency events. To support this requirement, the contractor must have the capability to produce and ship up to 1,000,000 meals within 48 hours of notification. Delivery location shall be anywhere, CONUS (Continental United States) or OCONUS (Outside Continental United States) OCONUS, as designated by FEMA. Delivery times will depend on location and be outlined on the Task Order.

Saving human life is a much better use of funds than buying ammunition. Perhaps if they bought the food in April or May, they wouldn’t need to rush to get more food in the fall during the disaster rush.
