“President Barack Obama,” reports CNN, “is expected to announce this week that 30,000 U.S. ‘surge’ forces will be fully withdrawn from Afghanistan by the end of 2012.” As the latest installment of the Afghanistan “timetable” chronicles, the President’s speech can be expected to include all of the standard doublespeak bromides about “shifting responsibility” and “achieving our mission.”

Despite all of the White House’s solemn talk of drawdowns and “sustainability here at home,” the changes we’re supposed to regard as big news take place on the narrowest margins of United States foreign policy. Way out on the periphery of the neocolonialist agenda, a negligible tweak here or there is quite acceptable to the state capitalist elite, for whom there is never a real danger.

Policy shifts — even personnel changes — occur within a framework where the underlying assumptions of empire are taken for granted, and where an entire economy has been built upon what Dwight Eisenhower famously dubbed the “military-industrial complex.” For the power elites who formulate foreign affairs, whether Democrat or Republican, “liberal” or “conservative,” the war industry itself — the economic engine driving our endless wars — is as American as apple pie.

(BALTIMORE) - The United States Conference of Mayors, representing 1,200 cities with populations over 30,000, voted in their June 20 plenary session to call on the federal government to end America’s wars in Afghanistan and Iraq and redirect that military spending to home land priorities.

The Conference of Mayors first convened during the depths of the Depression and mayors have met annually ever since; but the last time they addressed American military policy was when they called for an end to America’s war in Vietnam.

Mayor Kitty Piercy, of Eugene, Oregon, introduced Resolution 59 stating, “Mayors call on our country to begin the journey of turning war dollars back into peace dollars, of bringing our loved ones home and of focusing our national resources on building security and prosperity here at home. Our children and families long for and call for a real investment in the future of America. It is past due.”

Rep. Rohrabacher Has 'No Regrets' After His Delegation Is Asked to Leave

A Congressional delegation led by Rep. Dana Rohrabacher (R – CA) has earned the ignominious distinction of being such a nuisance that the Iraqi governmentactually asked them to leave on Friday,following public comments from Rohrabacher and an apparent dust-up with Prime Minister Nouri al-Maliki over his treatment of the Mujahedin-e Khalq (MeK).

By far the most attention was given to Rohrabacher’s comments suggesting that once Iraq was “rich and prosperous” they should start sending the US reparation money to compensate for the inconvenience of America’s 2003 invasion and near decade-long occupation.

Faced with massive unemployment and shrill demands from the Obama Administration to sign off on additional years of occupation, Rohrabacher’s comments have managed to simultaneously bemuse and enrage many Iraqis.

Last week, the Nobel Peace Prize laureate met with the crown prince of Bahrain and "reaffirmed" the United States' "strong commitment" to the regime of unelected autocrats. The Peace Laureate -- who in his acceptance of the Prize wrapped himself in the mantle of Martin Luther King Jr. and Mahatma Gandhi -- also "expressed strong support" for the regime's "ongoing efforts to initiate national dialogue ... [and] forge a just future for all Bahrainis."

 

President Obama had dropped in a meeting the prince was having with Secretary of State Hillary Clinton, who likewise extolled the autocrats for their "national dialogue" and "important work."



There is indeed "important work" going on in Bahrain these days, and the autocratic regime's "ongoing efforts to initiate dialogue" -- the campaign lauded by the Laureate -- are quite vigorous. Here, for example, The Independent details a case study of just how the crown prince and his family's regime is pursuing "national dialogue" in the manner so warmly approved by the presidential peacenik:

Global Warfare: After NATO Summit, U.S. To Intensify Military Drive Into Asia

Barack Obama, the latest rotating imperator of the first global empire, will arrive in Lisbon on November 19 to receive the plaudits of 27 North Atlantic Treaty Organization allies and secure their continued fealty on issues ranging from the war in Afghanistan to a continental interceptor missile system, the continued deployment of American tactical nuclear weapons in Europe, participation in the Pentagon’s cyber warfare plans and expanded military missions in the planet’s south and east.

Perfunctory discussions of minor details notwithstanding, strictly pro forma to maintain the myth of NATO being a “military alliance of democratic states in Europe and North America,” the banners and pennants of 26 European nations, Canada and dozens of other countries contributing troops for the Afghan mission will be lowered in the presence of the leader of the world imperium.

No fewer than 38 European nations have supplied NATO troops for the Afghanistan-Pakistan war as well as providing training grounds and transport centers to support the war effort. As envisioned for at least a century, through peaceful means or otherwise, Europe has been united, not so much by the European Union as under the NATO flag and on the killing fields of Afghanistan. It is now relegated to the role of pre-deployment training area and forward operating base for military campaigns downrange: The Middle East, Africa and Asia.

So uncritically and unquestioningly compliant has Europe been in the above regards that Obama and the governing elite in the imperial metropolis as a whole have already looked beyond the continent for additional military partners. With the exception of fellow members of the NATO Quint – Britain, Germany, France and Italy (Britain more and Italy less than the others) – Alliance partners are accorded the same status and assigned the same functions as American territories like Puerto Rico, Guam and the Northern Mariana Islands: Geopolitically convenient locations for live-fire military training and for troop, warplane and warship deployments.

Two millennia ago the Pax Romana of Augustus brought roads and ports, aqueducts and irrigation, amphitheaters and libraries, and Greek writers from Aristotle to Aeschylus to occupied territories. Bellum Americanum burdens its vassals and tributaries with military bases, interceptor missile batteries, McDonald’s and Lady Gaga.
