The Push for a Single Unified North American Regulatory Regime

It was surprising that bilateral relations with the U.S. did not play a more prominent role during the recent Canadian election considering that both countries are pursuing a trade and security agreement. In fact, the issue did not really surface until the dying days of the campaign. After winning a much coveted majority government, Stephen Harper’s Conservatives are moving ahead quickly with perimeter security and regulatory harmonization negotiations. NAFTA and the defunct Security and Prosperity Partnership (SPP) both addressed issues such as regulatory cooperation. The push for a single unified North American business-friendly regulatory regime continues on different fronts.
In the final week of the Canadian election campaign, consumer advocate and four-time candidate for President of the United States, Ralph Nader warned about Canada-U.S. deep integration. In an open letter to Prime Minister Stephen Harper, he raised concerns over the lack of transparency regarding talks between the two countries on a trade and border security deal. Nader cautioned that a, “North American Security Perimeter Agreement will wrap many Canadian concerns — your Arctic, water, energy, anti-monopoly and foreign investment reviews — in a bi-national security blanket.” He added, “The corporatist lobbies and what President Eisenhower warned Americans about in his farewell address 50 years ago — ‘the military-industrial complex’ — will favour this lucrative and anti-democratic initiative.” Nader also explained in his letter to Harper, that, “Canada’s prudent bank regulation prevented a Wall Street style collapse of your economy.” North American deep integration is a corporate-led agenda designed to foster privatization and deregulation.

North American Perimeter Security and the Militarization of the Northern Border

With the release of a U.S. Congressional report that found only a small fraction of the border with Canada was being adequately monitored, there is now more focus being placed on the northern border. As a result of increased scrutiny, there are efforts to militarize and expand surveillance on the Canada-U.S. border. The new found attention is also attributed to a proposed trade and security perimeter agreement between the two countries which promotes a shared approach to border management.
A report released by the Government Accountability Office (GAO) in February of this year, found that a substantial portion of the northern border lacked any effective monitoring and surveillance. It concluded that only 32 of the 4,000-mile border was under operational control. The findings were largely based on failures to better coordinate border cooperation and information sharing among the various agencies. A Press Release by the Senate Committee on Homeland Security stated that according to the study, “the risk of terrorist activity across the northern border is higher than across the southern border because there are active Islamist extremist groups in Canada that are not in Mexico, it is easier to cross the northern border because it is twice as long as the southern border, and DHS has a fraction of the law enforcement officers and surveillance assets on the northern border than it has in the south.” It went on to say, “The border with Canada is also dotted with large population centers and criss-crossed by numerous highways and roads, making it harder to detect illegal activities amid the large volume of legitimate trade and travel between Canada and the U.S. that is so important to both countries.”

Globalism, Think Tanks, and "The New World Order"

If there is anyone out there who still readsNewsweek you might be particularly interested in picking up a copy of the October 4, 2010 edition. While the cover story focuses on Sarah Palin and Republican women, one of the more interesting features stories is written by Joel Kotkin entitled, "The New World Order." In this article, Kotkin argues that “Tribal Ties – Race, Ethnicity, and Religion – Are Becoming More Important Than Borders.” The first page of the article, contains a color-coded map denoting new regions of the world not defined by contemporary governmental borders but those designated by region, race, and culture.
The rest of the article is devoted to a breakdown of the reasoning behind the new borders of which there are 19 new regional governments, 4 city states (London, Paris, Singapore, and Tel Aviv) and 6 Stand-Alone countries (Brazil, France, Greater India, Japan, South Korea, and Switzerland.)
Although attacked as a conspiracy theory for years in the mainstream media, Newsweek’s article places the United States in league with Canada as part of the “North American Alliance,” suggesting that “The U.S. and Canada are joined at the hip in terms of their economies, demographics, and culture.”
Mexico, however, is not included in this new version of the North American Union as it is lumped in to the “Liberalistas” region alongside Chile, Colombia, Costa Rica, and Peru. Laughably, the author claims that these states are “standard-bearers of democracy and capitalism in Latin America” and that their economies are “trying to join the ranks of the fast-growing economies.” Of course, anyone with any sense of what goes on beyond their own borders (however temporary they may be) knows that Mexico is not a standard-bearer of anything beyond absolute chaos and poverty.
Not surprisingly, Joel Kotkin, the writer of "The New World Order," is an adjunct fellow at the Legatum Institute, an international think-tank that “researches and advocates for an expansive understanding of global prosperity.”(Legatum) It’s website states:
While the mainstream media continues to claim that anyone who believes in a North American Union or plans for a One World Government is a delusional conspiracy theorist, it continues to push the agenda of both. Although doublespeak in the media is nothing new, it is quite significant that so many outlets have begun to mention the erasure of borders and the blending of nations. There can be no doubt that it is time for the American people to wake up and realize that these plans exist and that they are moving forward at a rapid pace.

The Legatum Institute is unique in its philosophical commitment to human dignity, liberty, and prosperity, its market principles and business approach to addressing global challenges, its integrated understanding of development, governance, and national security, and its willingness to test and implement its findings through 'real world' programs. It forms an intellectual hub for the Legatum group of companies, learning from them and nurturing and protecting the core purposes of the organisation. It is a 'think tank with teeth' that contends for good ideas that deliver great consequences.Couching its goals in flowery language of peace, prosperity, and freedom, the Legatum Institute is nonetheless a globalist organization. Indeed, the Legatum Institute is part of a larger organization called the Legatum Group, which is described by the Guardian as “a private global investment organization focused on investing in the international capital markets and the promotion of sustainable development." The Guardian also compiled a list of the Big 10 of think-tanks, and Legatum Institute was solidly among them at position number six.

In recent years, U.S.-Canada border issues have been overshadowed by concerns surrounding illegal immigration and drug violence on the southern border. Earlier this summer, both countries agreed to work towards a more joint approach to border security aimed at addressing common threats and promoting economic cooperation.
In July, Public Safety Minister Vic Toews and U.S. Department of Homeland Security Secretary Janet Napolitano, “met to advance a strategic dialogue on developing a shared vision for border security for Canada and the United States—one that will enhance security and resilience against common threats, while bolstering competitiveness and job creation.” A number of initiatives were announced, including an agreement to complete a joint threat and risk assessment which, “addresses drug trafficking and illegal immigration, the illicit movement of prohibited or controlled goods, agricultural hazards, and the spread of infectious disease.” In addition, a memorandum of understanding on cross-border currency seizures and information sharing was signed that, “will help to identify potential threats and assist in money-laundering and terrorist-financing investigations and prosecutions.” Increasingly, Canada is being pressured to further take on U.S. security priorities in an effort to keep trade flowing across the northern border.
Secretary Napolitano and Minister Toews also reached an agreement to safeguard and respond to disruptions of shared infrastructure that connect the two nations such as roads, power grids and bridges. The Canada-U.S. Action Plan for Critical Infrastructure is designed to, “strengthen the safety, security and resiliency of Canada and the United States by establishing a comprehensive cross-border approach to critical infrastructure resilience.” This includes building partnerships, improved information sharing, as well as risk management aimed at increasing the ability to prepare for emergencies like a terrorist attack or a natural disaster. The action plan is part of ongoing cross-border collaboration and builds off a recent deal reached between the Canadian federal and provincial governments in regards to protecting local infrastructure. It also appears to be linked to the Civil Assistance Plan signed by the U.S.-Canadian military in 2008, which allows the armed forces of one nation to support the other during a civil emergency.
In April, Minister of International Trade Peter Van Loan was in Washington, D.C to promote deeper Canada-U.S. ties. He met with U.S. Trade Representative Ron Kirk and they agreed to hold twice-annual trade meetings to enhance bilateral relations. In July, they met in Ottawa to discuss greater economic cooperation and the need to avoid protectionism. Through NAFTA, both nations economies are already intimately interrelated. and integrated. While some advocate more trade between the two partners as the answer to strengthening their respective economies, it was recently reported that Canada’s trade deficit increased by a record level in July. This is related in large part to its dependence on the struggling American economy.
At the trade meetings in Ottawa several months back, Minister Van Loan and Ambassador Kirk also addressed the Canada–U.S. Agreement on Government Procurement. The deal resolved the Buy American issue and is essentially an extension of NAFTA. Some believe that it is an important step in providing protection for future bilateral trade relations, but in the process it opens up provincial and municipal contracts to foreign corporations. The 5th round of negotiations between Canada and the European Union (EU) on a Comprehensive Economic and Trade Agreement (CETA) will take place in October. One of the EU’s top objectives includes gaining access to procurement and services in areas of health, energy, water, as well as other sectors. The Canada-U.S. Buy American deal could be used to further reinforce EU demands. While Canada needs to lessen its dependence on the U.S. economy, there are concerns that CETA will be based on the failed NAFTA trade model.
The report Skating on Thin Ice: Canadian-American Relations in 2010 and 2011 released earlier this year and authored by Alexander Moens of the Fraser Institute, praised the Canada-U.S. agreement on government procurement. It suggested the deal, “should encourage free traders on both sides of the line to continue pressing for deeper economic cooperation.” Considering the bilateral discussions and initiatives which have progressed in the last several months, it appears as if this forecast was indeed correct. The report also emphasized that, “Canada and the United States need to pursue deeper trade integration in such areas as regulatory harmonization, common external tariffs on manufactured products, free trade in agricultural products, and an overall energy and environmental accord.” For the U.S. to be more receptive to increased trade and investment, it recommends establishing a, “unified regime to deal with a common security threat.” In order for deeper economic integration to move forward, Canada will be further pressed to adopt a single security strategy dominated by American interests. This poses a serious threat to its sovereignty.
The trilateral framework remains intact, but NAFTA partners at least for the time being, are pursuing a more bilateral agenda for advancing continental integration. This seems to be drawing less attention. The current approach is due in part to the Security and Prosperity Partnership (SPP) of North America being exposed and discredited. It is interesting to note that there has yet to be an announcement concerning this year’s edition of the North American Leaders Summit introduced in 2005 with the launching of the SPP. Mexican President Felipe Calderón’s separate trips to the U.S. to meet with President Barack Obama and to Canada to meet with Prime Minister Stephen Harper back in May, might have served as this year’s version of the leaders summit. Calderón used the state visits as an opportunity to strengthen NAFTA ties and promote deeper North American economic integration.
The SPP appears to be dead in name only as some of its key priorities continue through other initiatives. It remains the blueprint for further expanding NAFTA. Continental integration is a permanent agenda and the vision for a North American Union has not been abandoned.

Is an International Financial Conspiracy Driving World Events?

Was something as easy to foresee as this really the trigger for a meltdown that could destroy the world’s financial system? Or was it done, perhaps, “accidentally on purpose”?
And if so, why?
Let’s turn to the U.S. personage that conspiracy theorists most often mention as being at the epicenter of whatever elite plan is reputed to exist. This would be David Rockefeller, the 92-year-old multibillionaire godfather of the world’s financial elite.
The lengthy Wikipedia article on Rockefeller provides the following version of a celebrated statement he allegedly made in an opening speech at the Bilderberg conference in Baden-Baden, Germany, in June 1991:
“We are grateful to the Washington Post, the New York Times, Time magazine, and other great publications whose directors have attended our meetings and respected their promises of discretion for almost forty years. It would have been impossible for us to develop our plan for the world if we had been subject to the bright lights of publicity during these years. But the world is now more sophisticated and prepared to march towards a world government which will never again know war, but only peace and prosperity for the whole of humanity. The supranational sovereignty of an intellectual elite and world bankers is surely preferable to the national auto-determination practiced in the past centuries.”
This speech was made 17 years ago. It came at the beginning in the U.S. of the Bill Clinton administration. Rockefeller speaks of an “us.” This “us,” he says, has been having meetings for almost 40 years. If you add the 17 years since he gave the speech it was 57 years ago—two full generations.
Not only has “us” developed a “plan for the world,” but the attempt to “develop” the plan has evidently been successful, at least in Rockefeller’s mind. The ultimate goal of “us” is to create “the supranational sovereignty of an intellectual elite and world bankers.” This will lead, he says, toward a “world government which will never again know war.”
Just as an intellectual exercise, let’s assume that David Rockefeller is as important and powerful a person as he seems to think he is. Let’s give the man some credit and assume that he and “us” have in fact succeeded to a degree. This would mean that the major decisions and events since Rockefeller gave the speech in 1991 have probably also been part of the plan or that they have at least represented its features and intent.
Therefore by examining these decisions and events we can determine whether in fact Rockefeller is being truthful in his assessment that the Utopia he has in mind is on its way or has at least come closer to being realized. In no particular order, some of these decisions and events are as follows:
The implementation of the North American Free Trade Agreement by the Bill Clinton and George W. Bush administrations has led to the elimination of millions of U.S. manufacturing jobs as well as the destruction of U.S. family farming in favor of global agribusiness.
Similar free trade agreements, including those under the auspices of the World Trade Organization, have led to export of millions of additional manufacturing jobs to China and elsewhere.
Average family income in the U.S. has steadily eroded while the share of the nation’s wealth held by the richest income brackets has soared. Some Wall Street hedge fund managers are making $1 billion a year while the number of homeless, including war veterans, pushes a million.
The housing bubble has led to a huge inflation of real estate prices in the U.S. Millions of homes are falling into the hands of the bankers through foreclosure. The cost of land and rentals has further decimated family agriculture as well as small business. Rising property taxes based on inflated land assessments have forced millions of lower-and middle-income people and elderly out of their homes.
The fact that bankers now control national monetary systems in their entirety, under laws where money is introduced only through lending at interest, has resulted in a massive debt pyramid that is teetering on collapse. This “monetarist” system was pioneered by Rockefeller-family funded economists at the University of Chicago. The rub is that when the pyramid comes down and everyone goes bankrupt the banks which have been creating money “out of thin air” will then be able to seize valuable assets for pennies on the dollar, as J.P. Morgan Chase is preparing to do with the businesses owned by Carlyle Capital. Meaningful regulation of the financial industry has been abandoned by government, and any politician that stands in the way, such as Eliot Spitzer, is destroyed.
The total tax burden on Americans from federal, state, and local governments now exceeds forty percent of income and is rising. Today, with a recession starting, the Democratic-controlled Congress, while supporting the minuscule “stimulus” rebate, is hypocritically raising taxes further, even for middle-income earners. Back taxes, along with student loans, can no longer be eliminated by bankruptcy protection.
Gasoline prices are soaring even as companies like Exxon-Mobil are recording record profits. Other commodity prices are going up steadily, including food prices, with some countries starting to experience near-famine conditions. 40 million people in America are officially classified as “food insecure.”
Corporate control of water and mineral resources has removed much of what is available from the public commons, and the deregulation of energy production has led to huge increases in the costs of electricity in many areas.
The destruction of family farming in the U.S. by NAFTA (along with family farming in Mexico and Canada) has been mirrored by policies toward other nations on the part of the International Monetary Fund and World Bank. Around the world, due to pressure from the “Washington consensus,” local food self-sufficiency has been replaced by raising of crops primarily for export. Migration off the land has fed the population of huge slums around the cities of underdeveloped countries.
Since the 1980s the U.S. has been fighting wars throughout the world either directly or by proxy. The former Yugoslavia was dismembered by NATO. Under cover of 9/11 and by utilizing off-the-shelf plans, the U.S. is now engaged in the military conquest and permanent military occupation of the Middle East. A worldwide encirclement of Russia and China by U.S. and NATO forces is underway, and a new push to militarize space has begun. The Western powers are clearly preparing for at least the possibility of another world war.
The expansion of the U.S. military empire abroad is mirrored by the creation of a totalitarian system of surveillance at home, whereby the activities of private citizens are spied upon and tracked by technology and systems which have been put into place under the heading of the “War on Terror.” Human microchip implants for tracking purposes are starting to be used. The military-industrial complex has become the nation’s largest and most successful industry with tens of thousands of planners engaged in devising new and better ways, both overt and covert, to destroy both foreign and domestic “enemies.”
Meanwhile, the U.S. has the largest prison population of any country on earth. Plus everyday life for millions of people is a crushing burden of government, insurance, and financial fees, charges, and paperwork. And the simplest business transactions are burdened by rake-offs for legions of accountants, lawyers, bureaucrats, brokers, speculators, and middlemen.
Finally, the deteriorating conditions of everyday life have given rise to an extraordinary level of stress-related disease, as well as epidemic alcohol and drug addiction. Governments themselves around the world engage in drug trafficking. Instead of working to lower stress levels, public policy is skewed in favor of an enormous prescription drug industry that grows rich off the declining level of health through treatment of symptoms rather than causes. Many of these heavily-advertised medications themselves have devastating side-effects.
This list should at least give us enough to go on in order to ask a hard question. Assuming again that all these things are parts of the elitist plan which Mr. Rockefeller boasts to have been developing, isn’t it a little strange that the means which have been selected to achieve “peace and prosperity for the whole of humanity” involve so much violence, deception, oppression, exploitation, graft, and theft?
In fact it looks to me as though “our plan for the world” is one that is based on genocide, world war, police control of populations, and seizure of the world’s resources by the financial elite and their puppet politicians and military forces.
In particular, could there be a better way to accomplish all this than what appears to be a concentrated plan to remove from people everywhere in the world the ability to raise their own food? After all, genocide by starvation may be slow, but it is very effective. Especially when it can be blamed on “market forces.”
And can it be that the “us” which is doing all these things, including the great David Rockefeller himself, are just criminals who have somehow taken over the seats of power? If so, they are criminals who have done everything they can to watch their backs and cover their tracks, including a chokehold over the educational system and the monopolistic mainstream media.
One thing is certain: The voters of America have never knowingly agreed to any of this.
