This week the California State Senate unanimously shot down the federal government's indefinite detention powers in a 37-0 vote. Lawmakers are refusing to provide material support for the National Defense Authorization Act, and if the measure becomes law it will be difficult for the government to enforce indefinite detention in the state.

California Senate Approves Industrial Hemp Bill

A bill that would set up provisions for growing industrial hemp in the Golden State passed the state Senate Tuesday on a unanimous vote. It now heads to the state Assembly.

The current bill, Senate Bill 566, was written to assuage the concerns Brown expressed in his 2011 veto message. It will not take effect until hemp production is authorized under federal law. Hemp bills have passed out of the legislature in 2002, 2006, 2007, 2008, and 2011, only to fall prey to gubernatorial vetoes. Vetoes have come under both Democratic and Republican governors, with Gov. Jerry Brown vetoing the most recent bill because hemp production remains illegal under federal law.

California dad 'begged for his life' as police beat him to death - witnesses

A California father of four died Wednesday shortly after a group of police allegedly beat him with batons as he lay defenseless on the sidewalk. Cops, before confiscating witness' cameras, also reportedly unleashed a canine unit on him.
David Sal Silva, 33, allegedly resisted when police approached him to ask if he was who neighbors called about to complain of an intoxicated man in the area. The officers called for backup and, witnesses told the Bakersfield Californian, Silva was soon being beaten in the face and upper body by as many as nine policemen and their batons. At least one of the cops reportedly held a German Shepherd on a leash nearby.

Industrial hemp bill passes California Senate

We've all heard about how the Declaration of Independence was penned on hemp paper and how our founding fathers grew the stuff like it was, well, a weed. Their reasons for growing it were sensible enough: hemp offered unparalleled capital potential as a cash crop with its seemingly limitless industrial applications, not to mention its nutritional properties. A couple of centuries and a failed Drug War later, a California state senator is making an effort to revive some of the common sense found in this earlier, agrarian era.

On Tuesday, the California State Senate passed SB 676, Sen. Mark Leno's (San Francisco) bill, that would effectively legalize the production of hemp in the state for industrial purposes. Two prior attempts by the senator to regulate hemp production were vetoed by former Governor Schwarzenegger.

This measure would redefine “marijuana” to exclude industrial hemp. The new definition for hemp would include non-psychoactive fiber or oilseed crops with no more than 0.3 percent of THC. Crops would have to undergo testing to certify that their THC content was within the legal limit, mimicking established protocol in Canada.

Mercury, PCBs widespread in sport fish along California's urban coastline, survey finds

Traces of mercury and PCBs are widespread in sport fish in California's urban coastal waters, a survey released last week by the state water board found.

But 19% of the urban coastline sampled by researchers harbored fish with mercury in such high concentrations that they shouldn't be eaten by young women and children. Fourteen percent of locations had similarly elevated levels of PCBs.

The findings, part of a two-year inquiry that is the largest statewide survey of contaminants in sport fish along the California coast, examined more than 2,000 fish from three dozen species gathered in 2009 from waters near Los Angeles, San Francisco and San Diego.

Researchers said the study highlights the health problem of lingering mercury, a poisonous metal that is found in fish globally, and of PCBs, toxic chemicals the United States banned in the 1970s. Both substances continue to pose a risk to people who eat fish caught along the California coast because they can lead to nervous system damage and developmental problems in children and can cause cancer, liver damage and reproductive harm.

Supreme Court orders California to free prisoners

WASHINGTON (AFP) - The US Supreme Court ordered California Monday to free thousands of prison inmates, saying chronic overcrowding violated inmates' rights -- but one judge warned the ruling was "outrageous."

In a narrow 5-4 majority ruling upholding a lower court decision, the top US court said the release is the only way to address the constitutional violation of cruel and unusual punishment.

"This case arises from serious constitutional violations in California's prison system. The violations have persisted for years. They remain uncorrected," Justice Anthony Kennedy wrote in a majority opinion.

Earthquake predicted for California

In case you have not had enough apocalyptic disaster scares and events this week, a geologist who predicted the 1989 Northern California earthquake has predicted another to occur next week between March 19 and 25th.

Geologist Jim Berkland asserts that he has a 75 percent accuracy rate in his earthquake predictions, which are often based on tidal forces and abnormal animal behavior events. He says that four factors are coming together that make an earthquake in California a likely event.

Appearing on the Alex Jones Show today, incoming chief deputy DA of San Mateo Steve Wagstaffe said his office will prosecute TSA employees who engage in lewd and lascivious behavior while conducting Homeland Security mandated patdowns at the San Francisco International Airport in San Mateo County.
“The case would be reviewed and if we could prove the elements of it, that it was inappropriately done with a sexual or lewd intent, that person would be prosecuted,” Wagstaffe told the Berman Post on Tuesday.

Wagstaffe told Alex Jones that county police will be sent to into the San Francisco International Airport. If they witness TSA employees engaged in criminal conduct, they will make arrests and the DA’s office will prosecute. Sexual battery in Mateo County is a felony if the molestation occurs beneath clothing and makes contact with skin and a misdemeanor if the touching occurs outside clothing.
The new government mandated hands-on searches are used for passengers who find naked body inappropriate, when something suspicious appears in screening, or randomly. They can take two minutes per passenger and involve sliding of the hands along the length of the body, along thighs and near the groin and breasts, according to the Associated Press.
In addition, a district attorney in the county south of San Mateo, Santa Clara, told Wagstaffe his office will also prosecute TSA employees for inappropriate sexual behavior at the San Jose International Airport.
Since the new search procedures went into effect, the web has exploded in opposition to naked body scanners and intrusive patdowns. Reports posted by the The Drudge Report, Infowars.com, and Prison Planet.com have gone viral on the internet and forced the mainstream corporate media to cover the issue.
“Nationwide outrage against the TSA is not only bringing to light new cases of airport abuse, it’s throwing fresh attention on previous incidents that have been going on for years,” Paul Joseph Watson wrote on Wednesday. Watson notes several lawsuits initiated against the TSA, including one connected to a 2008 incident at the Corpus Christi airport where the TSA exposed a young woman’s breasts.
Coverage of TSA groping and public outrage has resulted in airports around the country reconsidering the procedures.
Earlier today, Orlando Sanford International Airport decided to opt out from TSA screening. Larry Dale, the director of the Sanford Airport Authority in Florida, said he will send a letter requesting to opt out from TSA screening, and instead the airport will choose one of the five approved private screening companies to take over, according to central Florida’s WDBO.
“The outcry is huge,” Texas Republican Sen. Kay Bailey Hutchison told the TSA administrator, John Pistole, at a Capitol Hill hearing yesterday. “I know that you’re aware of it. But we’ve got to see some action.”
“I’m not going to change those policies,” Pistole promised.

China flexed its military muscle Monday evening in the skies west of Los Angeles when a Chinese Navy Jin class ballistic missile nuclear submarine, deployed secretly from its underground home base on the south coast of Hainan island, launched an intercontinental ballistic missile from international waters off the southern California coast. WMR’s intelligence sources in Asia, including Japan, say the belief by the military commands in Asia and the intelligence services is that the Chinese decided to demonstrate to the United States its capabilities on the eve of the G-20 Summit in Seoul and the Asia-Pacific Economic Cooperation summit in Tokyo, where President Obama is scheduled to attend during his ten-day trip to Asia.
The reported Chinese missile test off Los Angeles came as a double blow to Obama. The day after the missile firing, China’s leading credit rating agency, Dagong Global Credit Rating, downgraded sovereign debt rating of the United States to A-plus from AA. The missile demonstration coupled with the downgrading of the United States financial grade represents a military and financial show of force by Beijing to Washington.
The Pentagon spin machine, backed by the media reporters who regularly cover the Defense Department, as well as officials of the Federal Aviation Administration (FAA), North American Aerospace Defense Command (NORAD), and the U.S. Northern Command, is now spinning various conspiracy theories, including describing the missile plume videotaped by KCBS news helicopter cameraman Gil Leyvas at around 5:00 pm Pacific Standard Time, during the height of evening rush hour, as the condensation trail from a jet aircraft. Other Pentagon-inspired cover stories are that the missile was actually an amateur rocket or an optical illusion.
Experts agree that this was a ballistic missile being fired off of Los Angeles. Pentagon insists it was a jet aircraft or model rocket.
There are no records of a plane in the area having taken off from Los Angeles International Airport or from  other airports in the region. The Navy and Air Force have said that they were not conducting any missile tests from submarines, ships, or Vandenberg Air Force Base. The Navy has also ruled out an accidental firing from one of its own submarines.
Missile experts, including those from Jane’s in London, say the plume was definitely from a missile, possibly launched from a submarine. WMR has learned that the missile was likely a  JL-2 ICBM, which has a range of 7,000 miles, and was fired in a northwesterly direction over the Pacific and away from U.S. territory from a Jin class submarine. The Jin class can carry up to twelve such missiles.
Navy sources have revealed that the missile may have impacted on Chinese territory and that the National Security Agency (NSA) likely posseses intercepts of Chinese telemtry signals during the missile firing and subsequent testing operations.
Japanese and other Asian intelligence agencies believe that a Chinese Jin-class SSBN submarine conducted missile “show of force” in skies west of Los Angeles.
Asian intelligence sources believe the submarine transited from its base on Hainan through South Pacific waters, where U.S. anti-submarine warfare detection capabilities are not as effective as they are in the northern and mid-Pacific, and then transited north to waters off of Los Angeles. The Pentagon, which has spent billions on ballistic missile defense systems, a pet project of former Defense Secretary Donald Rumsfeld, is clearly embarrassed over the Chinese show of strength.

The White House also wants to donwplay the missile story before Presidnet Obama meets with his Chinese counterpart in Seoul and Tokyo. According to Japanese intelligence sources, Beijing has been angry over United States and allied naval exercises in the South China and Yellow Seas, in what China considers its sphere of influence, and the missile firing within the view of people in Southern California was a demonstration that China’s navy can also play in waters off the American coast.
For the U.S. Navy, the Chinese show of force is a huge embarassment, especially for the Navy’s Pacific Command in Pearl Harbor, where Japan’s December 7, 1941 attack on the fleet at Pearl Harbor remains a sore subject.
In 2002, national security adviser Condoleezza Rice reportedly scolded visiting Chinese General Xiong Guankai, the deputy chief of staff for intelligence of the People’s Liberation Army, for remarks he allegedly made in 1995 that China would use nuclear weapons on Los Angeles. Xiong denied he made any such comments but the “spin” on the story helped convince Congress to sink billions of additional dollars into  ballistic missile defense, sometimes referred to at “Star Wars II.”

Legalize marijuana, says former US surgeon general

Next month, California voters will decide whether or not to legalize marijuana in the state for recreational use. And former U.S. Surgeon General Joycelyn Elders recently made an announcement on CNN that she supports both the initiative and the decriminalization of marijuana.

“What I think is horrible about all of this, is that we criminalize young people,” she told reporters. “And we use so many of our excellent resources … for things that aren’t really causing any problems. It’s not a toxic substance.”

Proposition 19, the California bill that will legalize marijuana if passed, has come under fire from opponents that insist it will be the downfall of the state. But proponents of the bill say that removing marijuana from the controlled substance list will make it available to people that need it while decriminalizing thousands who have been jailed or fined, many while using it for legitimate treatments.
