4 Ways The White House Has Gone Full Doublespeak on Fast Track and the TPP

Sen. Ron Wyden and Sen. Orrin Hatch are now in a stand-off over a bill that would put secretive trade deals like the Trans-Pacific Partnership (TPP) agreement on the Fast Track to passage through Congress. The White House meanwhile, has intensified their propaganda campaign, going so far as to mislead the public about how trade deals—like the TPP and its counterpart, the Transatlantic Trade and Investment Partnership (TTIP)—will affect the Internet and users' rights. They are creating videos, writing several blog posts, and then this week, even sent out a letter from an "online small business owner" to everyone on the White House's massive email list, to further misinform the public about Fast Track.

In a blog post published this week, the White House flat out uses doublespeak to tout the benefits of the TPP, even going so far as to claim that without these new trade agreements, "there would be no rules protecting American invention, artistic creativity, and research". That is purely bogus, much like the other lies the White House has been recently saying about its trade policies. Let's look at the four main myths they have been saying to sell lawmakers and the public on Fast Track for the TPP.

Secret TPP Negotiations—And Public Protests—To Be Held in New York City

The next round of secret Trans-Pacific Partnership (TPP) negotiations begins this Monday, January 26, and runs through the following week at the Sheraton New York Time Square Hotel in downtown Manhattan.

As with many previous TPP meetings, the public will be shut out of talks as negotiators convene behind closed doors to decide binding rules that could impact how our lawmakers set digital policy in the decades to come. Big content industry interests have been given privileged access to negotiating texts and have driven the US Trade Representative's mandate when it comes to copyright—which is why the TPP carries extreme copyright measures that ignore users' rights.

Secret TPP Negotiations Resume in Salt Lake City

The newest round of Trans-Pacific Partnership (TPP) negotiations begin today in Salt Lake City, Utah, where trade representatives will work towards finalizing the text of this sprawling secret agreement. Last week's publication of the controversial "Intellectual Property" chapter by Wikileaksconfirmed our worst fears: the TPP carries draconian copyright enforcement provisions that threaten users' rights and could stifle innovation well into the 21st Century. Public opposition to the TPP continues to grow as a result of the leaked document; an opaque policymaking process that seems geared towards appeasing Big Content does not provide much in the way of legitimacy.

In the past week, 23 Republicans and 151 Democrats in the House of Representatives wrote letters to the Obama administration indicating their unwillingness to comply with the Executive's request for power to fast-track trade agreements through Congress. Fast-trackauthority, also known as Trade Promotion Authority, limits congressional approval over trade agreements to a yes or no, up or down vote. If a bill granting fast-track were to pass, hearings would become extremely limited, and lawmakers would have no ability to make amendments. It would give the Obama administration unchecked power to shape TPP and other agreements like the EU-U.S. trade deal, the Transatlantic Trade and Investment Partnership (T-TIP).

New Animated Video About the TPP and its Chilling Effects on Internet Users

When most people think of a trade agreement, they're unlikely to think that it would have anything to do with regulating the Internet. For more than a decade, however, the Office of the U.S. Trade Representative has included copyright enforcement in international trade deals. Such provisions empower countries to enact digital restrictions in the name of preventing illegal file sharing. In practice, these copyright measures strip Internet users of their rights to privacy, free speech, and access to knowledge and culture, and could even work to undermine their very purpose of enabling and promoting innovation and creativity.

Such provisions closely mirror the language carried in the U.S. Digital Millennium Copyright Act (DMCA). Up to this point, we have already seen over 15 years of harmful effects due to the DMCAand now there are widespread efforts in the U.S. to reform it. It's therefore both improper and contradictory for the U.S. Trade Rep to push the U.S. copyright system around the world when our own government recognizes that our system is defective.

Trans-Pacific Partnership Takeover

To commemorate Malaysia’s 55th Independence Day, Prime Minister Najib Razak published an article highlighting the nation’s various accomplishments, principally that while much of world’s economies are “either flat or falling,” Malaysia is steadily delivering high figures of economic growth. [1]

The ruling Barisan Nasional coalition, although perceived by the middle class to be unpopular, has overseen consistent economic development and has worked to raise incomes and provide consumer affordability. Despite these achievements, the upper echelons of Malaysia's ruling coalition have seemingly endorsed a controversial international trade agreement that will have enormous impacts on domestic consumers and will even undermine the government's own ability to issue legislation. 

The Trans-Pacific Partnership (TPP) is a free-trade agreement led by the United States in partnership with Asia-Pacific nations like Brunei, Australia, New Zealand, Singapore, and others. If the agreement is accepted by all participatory nations and successfully passed, signatory countries must conform to a rigid set of legal regulations, including strict intellectual property protections, authored by representatives of big foreign corporations. 

ACLU: TPP is the ‘biggest threat to free speech and intellectual property that you’ve never heard of’

The highly secretive Trans-Pacific Partnership (TPP)negotiations are coming under increased fire from both government officials like Senator Ron Wyden and civil liberties organizations like the Electronic Frontier Foundation (EFF) and the American Civil Liberties Union (ACLU).

More information on the somewhat mysterious TPP negotiations emerged recently in a Congressional Research Service (CRS) report published by the Federation of American Scientists which can be read here.

In a recent blog post, Sandra Fulton of the ACLU’s Washington Legislative Office went as far as to call the TPP the “biggest threat to free speech and intellectual property that you’ve never heard of,” which is likely not all that much of an exaggeration.

Others have characterized the TPP as “SOPA on steroids,” referring to the Stop Online Piracy Act which was abandoned thanks to a great deal of public activism. However, it became quite clear that SOPA would not be the end of these efforts.

As the EFF points out in a blog post, the Office of the United States Trade Representative (USTR) is going above and beyond in the TPP negotiations by not just pushing for the proposed changes to intellectual property law but the USTR is also making a concerted effort to avoid any and all Congressional oversight.

Stealth Corporate Coup d'Etat

Obama and other Washington extremists support an alphabet soup of federal and international freedom-destroying measures. SOPA, PIPA, CISPA, ACTA, and now TPP are stealth pro-corporate, anti-populist hellish schemes.

Two previous articles by this writer called TPP (Trans-Pacific Partnership) ACTA 2.0 and a trade deal from hell. Another one said ACTA is worse than SOPA and PIPA.

Public Citizen's Lori Wallach heads its Global Trade Watch division. It monitors destructive trade deals like TPP.

On June 27, she headlined her Nation magazine article "NAFTA on Steroids," saying:

TPP, like other destructive trade deals, is being secretly negotiated. Most people never heard of it. Media scoundrels ignore it. Whatever corporations want, they support.
